Furnish all labor, material and equipment, and perform all work necessary to complete repairs, renewals, and improvements to Wastewater Collection System assets including but not limited to main sewers, manholes, building sewers, force mains, chambers, mechanical gates, operators, valves, etcetera using construction methods or equipment as described herein. With the exception of Performance Surety, Bid amounts shall include all overhead costs including, but not limited to, profit, insurance, personal safety equipment and appurtenances. This bid is to obtain competitive unit prices on labor, materials, and equipment that are necessary to complete various repairs and/or rehabilitations on main sewer lines, manholes, building sewers, etcetera for the wastewater collection sewer system that require standard shoring considerations, including but not limited to trench boxes, liner plate shafts, etc., as a result of the depth and/or nature of the soils encountered. The location of the work will be at various sites within the service area of MSD which includes all of Hamilton County, and parts of Warren and Clermont Counties. Work Scope 1 - Open Cut Sewer Repair and Replacement requires the CONTRACTOR to furnish all material, labor, and equipment to perform all work necessary to complete open cut sewer system asset repairs and replacements to combined and sanitary pipes, culverts, manholes, laterals and other appurtenances at any depth, with or without the use of shoring (trench boxes, circular shafts, sheeting, lagging, piles, etc.), as approved by MSD. Scope 1 includes restoration of any disturbed surface to a condition acceptable to MSD. Work will be performed on a T&M basis. Work Scope 2 - Trenchless Sewer Construction requires the CONTRACTOR to furnish all material, labor, and equipment to perform all work necessary to complete repairs and replacements on combined and sanitary main sewer line using pipe bursting, jack and boring, horizontal directional drilling, and other trenchless applications as approved by MSD. Scope 2 includes restoration of any disturbed surface to a condition acceptable to MSD. Work will be performed on a T&M basis. All awarded contracts will be of a standby nature and will only be exercised by MSD as the need for contractual services arise. MSD reserves the right to determine the work schedule, crew size, estimated cost, and the duration of each repair. The materials/services shall be delivered, as ordered, during the period beginning on the effective start date of the contract and ending twenty-four (24) months after the effective date of the contract. A Bid Bond, deposit of cash or Certified Check, Bank Cashier's or Bank Official's Check drawn on a solvent bank payable to the Treasurer of the City of Cincinnati, in the amount of not less than ten percent (10%) of the total amount of the bid must accompany each bid as a guarantee that if the bid is accepted a contract will be entered into. Bidder must use the Construction Bid Surety and Signature Form included in Volume 2, as none other will be accepted. The contractor(s) are required to provide performance surety in a total amount of $13,500,000.00, which may be divided among multiple contractors. The bond surety amount shall be the maximum compensation allowable under this contract. The contract shall automatically terminate upon reaching the bond threshold unless the City and Contractor have mutually agreed, via the issuance by the City Purchasing Agent of an authorized Change Order and a bond rider, to increase the performance bond amount. A performance bond surety shall be kept fully in effect for one year following the acceptance of the final statement of costs by the City.
