Renovation of a mixed-use development in Dahlgren, Virginia. Conceptual plans call for the renovation of a military facility; and laboratory facility.

The contractor shall provide all management, labor, materials, equipment, transportation, supervision, and environmental and quality controls necessary to perform simultaneous maintenance, sustainment, repair, and minor construction projects. These services will be executed at multiple locations including Naval Surface Warfare Center Dahlgren Division (NSWCDD), Pumpkin Neck Annex in King George, VA, Surface Warfare facilities at Wallops Island, VA, and NSWCDD facilities at the Naval Observatory in Washington, DC. The scope includes joint scoping of project requirements, field surveys, soil and hazardous material sampling, engineering evaluations, and energy performance computations. All work must comply with Navy and local regulations, building codes, and life safety requirements. Contractors must coordinate with NSWCDD and NAVFAC, maintain project schedules, obtain necessary permits, and provide training and documentation for critical systems. Personnel must be qualified, certified, and trained in HAZCOM and privacy regulations. The contractor must comply with safety and environmental standards, manage hazardous materials, and ensure secure handling of sensitive information. Portable electronic devices are restricted, and operations security (OPSEC) and privacy training are mandatory. The contractor is responsible for managing its personnel and ensuring non-personal services are provided. Key personnel substitutions require prior approval, and all work must be documented and reported per Contract Data Requirements List (CDRL) items. Location: Naval Surface Warfare Center Dahlgren Division (NSWCDD), Dahlgren, VA Pumpkin Neck Annex Explosive Experimental location, King George, VA Surface Warfare facilities, Wallops Island, Eastern Shore, VA NSWCDD facilities, Naval Observatory, Washington, DC The resultant MACC will consist of either a five year ordering period, or a base-year plus four (4) option periods (12 months each). The total magnitude of all construction projects covered by the MACC is estimated between $25,000,000 and $50,000,000.
