The purpose of this contract is to provide on-call water service line replacements for the City of Moline Utilities Department Drinking Water Infrastructure in calendar year 2026. These contracts and contract prices shall remain valid from January 1st, 2026 through December 31st, 2026. Question Deadline 12/01/2025 at 11:00 AM CT This contract will be awarded to the two (2) lowest most responsible and responsive bidders. No priority will be given to one of these contractors over the other, and equal opportunity for work under this contract will be given to both awarded contractors. The City Representative will rotate which contractor he/she contacts first as locations arise throughout the year. Based on recent years, the TOTAL estimated monthly occurrences for water service line replacements are eight (8). Locations and scope of work will be determined on an as-needed basis throughout the year. The amount of work will be dependent on the number of water service line replacements that arise within the calendar year. Anticipated notice of a project site is 48 hours (weekends/holidays not included). Occasionally, a location will be determined an emergency and a contractor will be asked to mobilize quickly, typically within 2 hours. If not available, said contractor will be given a reprieve from this emergency location, and the other contractor offered the site. In the course of the 12 months of this contract, a contractor will be given 3 opportunities to decline a service location. After these 3 opportunities are declined, said contractor will be removed and the individual contract will become void. Emergency locations with 2-hours' notice will not be included in this calculation. Anticipated quantities per service line are included in the Schedule of Quantities. Project award will be based on the two (2) lowest most responsive and responsible bids based on the base bid items only. Contingency bid items will not be included in this determination. As per 820 ILCS 130/1, prevailing wages shall be required for this project. No bid bond is required for this project.
