Site work and paving for a road / highway in Sulphur, Louisiana. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The project consists of making a variety of improvements to the following streets at various locations in the City of Sulphur: 1. Mulberry Road (Center Circle to East End Avenue) 2. Marge Lane (Louisiana Avenue to Louise Street) 3. Louise Street (Alabama Street to Olene Drive) 4. Navarre Street (Saunier Street to 600’ West of Ruth Street) The improvements include but are not limited to the removal of existing portland cement concrete pavements on the roadway, driveways, and sidewalks; water distribution system reconstruction; sanitary sewer collection system reconstruction; drainage system reconstruction; construction of stone base course; construction of portland cement concrete pavement including integral curb; driveway reconstruction; sidewalk reconstruction; construction of full depth patching of jointed concrete pavement with compacted stone base; and construction of slab sodding. The Contractor shall display his Contractor's license number prominently on the outside of the envelope on paper bids. All bids shall be accompanied by a certified check, cashier's check, or bid bond payable to the City of Sulphur, the amount of which shall be five percent (5%) of the base bid and all alternates. If a bid bond issued, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide, or ban insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana and who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state. The certified check, cashier's check or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents within fifteen(15) days of the Notice of Award. No Bidder may withdraw his bid within forty-five(45) days after the actual date of the opening thereof; except as prescribed in LA R.S.38:2214. Bids and Bid Bonds shall be submitted only on the forms provided with the specifications. The successful bidder shall be required to furnish a Performance and Payment Bond in an amount equal to100% of the Contract amount, shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list (Circular 570) or approved bonding companies which is published annually in the Federal Register. The public shall incur no obligation to the Contractor until the contract between the City and the Contactor is fully executed. Contractors or contracting firms doing work which is classed as "Hazardous Materials" or any sub classification, shall be properly licensed when the work to be performed is $1.00 or more. Contractors or contracting firms submitting bids for work besides Hazardous Materials, shall be properly licensed for any work in the amount of$50,000.00 or more. All such bidders shall certify that they are licensed Contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes. Bids shall be accepted only from Contractors who are licensed under LA R.S. 37:2150-2163for the classification of Highway, Street and Bridge Construction. Bids will be evaluated by the City of Sulphur based on the lowest responsible bid submitted which is also incompliance with the specifications. The City of Sulphur reserves the right to reject any and all bids in accordance with the provisions of LA R.S.38.2211, et seq. Bids in the amounts specified above which have not bid in accordance with the requirements, shall be rejected and shall not be read. Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. Question Deadline 11/29/2025 Questions received less than ten days prior to the date for opening of Bids may not be answered. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing
