The City of Rapid City Public Works Department, Engineering Services Division, is requesting proposals from qualified consultants to provide professional services for the collection, analysis, and project planning associated with the Pavement Condition Index (PCI) for the City's network of public paved streets. The purpose of this project is to update the City's pavement condition data to support effective maintenance and rehabilitation planning, budgeting, and long-term asset management. The selected consultant will be responsible for collecting current pavement condition data, calculating PCI ratings, and providing analysis and recommendations that will assist the City in prioritizing and programming future pavement maintenance and rehabilitation projects. 2. PROJECT DESCRIPTION: The City of Rapid City wishes to contract with a professional consulting firm to complete the following: A. Project Management and Coordination a. Attend a project kickoff meeting with City staff to review project objectives, schedule, data standards and deliverable expectations. b. Provide regular updates and maintain communication with the City's project manager. c. Prepare and submit a final project report. d. Present summary of finding to City Council. B. Data Collection a. Collect pavement condition data for all public paved streets within the City of Rapid City limits, consistent with ASTM D6433 or an approved equivalent standard. b. Utilize automated or semi-automated data collection methods capable of identifying pavement distresses, roughness, and other relevant surface features. No falling weight deflection testing is required. c. In conjunction with the surface condition survey, each test section shall be recorded on high-definition digital video with a forward-facing digital camera. The minimum interval of image capture is 100 feet. The Consultant shall provide a complete solution that integrates the image viewer with the pavement management data set. Any and all proprietary and/or third-party viewer software shall be included as part of the delivery to the City, however, it must remain compatible and useable through the City's GIS software. It is expected that this visual inventory will be able to be viewed as if "driving the road" from a desktop computer viewer application. d. Ensure that data collection equipment is properly calibrated and verified for accuracy prior to and during collection. C. Pavement Condition Index (PCI) Calculation a. Evaluate the collected data to determine PCI values for each roadway segment. b. Compare calculated PCI values with previous PCI values (previous data to be provided by the City). c. Provide segment-level data including distress type, severity, and extent. d. Verify PCI results through a City-approved quality assurance process and field validation of representative locations. D. Data Integration and Mapping a. Deliver collected PCI data in a format compatible with the City's existing GIS and asset management systems. The Consultant will provide training and advise in the installation, use and maintenance of any proposed pavement management systems, image viewers, and software as part of this project. b. Provide GIS shapefiles, tables, and associated metadata clearly identifying street segments, pavement types, and PCI ratings. c. Develop a digital map illustrating the pavement condition throughout the City's street network. E. Analysis and Reporting a. Summarize overall pavement condition and trends by functional classification and surface type. b. Identify recommended maintenance and rehabilitation strategies based on pavement condition and lifecycle cost considerations. c. Provide recommendations for a multi-year pavement management and capital improvement plan. d. Deliver a final report including methodology, findings, and recommendations, as well as digital copies of all data and maps. e. All design and project data will become the property of the City of Rapid City upon completion. If the contract is terminated prior to completion of the final report, all work completed, which has been compensated for shall become property of the City of Rapid City.
