Should you have any questions or require additional information or clarification on information contained in the RFP, please submit your questions via electronic Procurement at the website listed above Question Submission Deadline December 5, 2025, 5:00pm The City of Rosenberg is seeking sealed proposals from qualified vendors for the above-mentioned project. The purpose of this project is to clean and remove accumulated liquid sludge, grit, and sediment from one of the two Aeration basins at Wastewater Treatment Plant 2 located at 3650 North Fairgrounds Road, Rosenberg, TX 77471. The work will include removal of remaining grit/sediment, and proper disposal in accordance with federal, state, and local regulations. The Aeration basin must be fully cleaned and inspected to ensure it is ready for the next phase of repair. 4.1. Preparation and Coordination o Coordinate with City/Plant staff for project scheduling and Aeration basin shutdown. o Implement necessary safety and confined space entry procedures. o Provide all equipment (pumps, hoses, tankers, etc.) for sludge transfer. 4.2. Sludge Transfer o After liquid removal, remove all residual grit, sand, and sludge from the bottom of the Aeration basin. o Perform manual or mechanical cleaning (Vacuum Truck, hydro-excavation, etc.) to remove all solids and debris. o Inspect and report any visible damage to the aeration piping system or other visible equipment. 4.3. Disposal o Transport and dispose of all removed solids, grit, and sludge at an approved disposal facility. o Provide disposal manifests, weight tickets, and any additional documentation to the Owner. 4.4. Site Restoration and Demobilization o Clean all work areas and remove all equipment and temporary materials. o Restore the site to original condition. o Conduct a final inspection with the Owners representative. 4.5. Safety and Compliance o Contractor shall comply with all OSHA and TCEQ safety and environmental regulations. o Confined space entry must follow 29 CFR 1910.146 standards. o Contractor must have appropriate insurance and licensing for sludge transport and disposal. 4.6. Deliverables o Work plan and schedule for Owner approval prior to mobilization. o Copies of disposal manifest and weight tickets. o Before and after photos of the Aeration basin. o Final report summarizing work performed and Aeration basin condition.
