Question Deadline 12/03/2025 at 12:00 AM CT Each request for clarification shall be made in writing to the Grant Recipient or engineer no less than ten (10) days prior to the bid opening. The project consists of the replacement of two (2) booster pumps and motors at the San Patricio Water Plant (WP), one (1) booster pump and motor and one (1) motor at the Chilton WP, and replacement of the San Patricio Well Pump Motor. Additional work includes replacement of the chlorine cylinder scales at both sites and replacement of the 1 HP chlorine injection pump at Chilton. Electrical modifications are required for replacement of the existing control panels, switch gear boxes, and addition of lightning protection. Ancillary work includes the replacement of the perimeter fence at the San Patricio site. An additional alternate includes the blasting and re-coating of the above ground piping at both sites. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Goliad or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Section 3 Businesses are encouraged to submit bids. The City of Goliad reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Goliad for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
