In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, bidders must provide information in the bid documents noting their qualification for deep excavation sewer repairs. Bidders must meet the requirements noted in the Instructions to Bidders and Supplemental Instructions to Bidders. The general scope of work is outlined below: Work under this contract shall consist of traffic control, utility coordination, pavement removal and replacement, materials, equipment, labor and restoration required to replace and/or rehabilitate sanitary sewer leads and their respective taps to the public sewer mains. The work under this contract includes the replacement of five (5) "short leads" where the sanitary sewer is located on the same side of the street as the noted residence and at tap depth of 14 feet or greater. A partial replacement of one (1) "long lead", where the sanitary sewer lead is on the opposite side of the street of the public sanitary sewer is also part of this work. All these sewer lateral replacements connect to public sewers that exist within the street right-of-way. Additionally, a total of four (4) sewer laterals are proposed for rehabilitation by CIPP (1 "short lead and 3 "long leads"). These sewer laterals will require a tap replacement at a depth of 14 feet or greater prior to the sewer lateral CIPP work can be done. Those public sanitary sewers exist within the street right-of-way. A certified check, bank draft, or satisfactory bid bond, executed by the bidder and a surety company, payable to Clinton Township, in an amount at least equal to five percent (5%) of the bid amount, shall be submitted with each bid. The accepted bidder shall be required to furnish a satisfactory Performance Bond, and Labor and Material Bond in the amount of 100% of the Contract Price, and Maintenance and Guarantee Bond of 100% for two years of the Final Contract Price. The cost of the bonds will be paid by the accepted bidder. No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids. The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township's best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents.
