The College is requesting Statement of Qualifications (SOQ's) from General Contractors who wish to provide submittals for Construction Manager at Risk services for the complete construction of Tallahassee State College Site 2, Gadsden Service Center, New Building No. 04, whose physical address is 223 Pat Thomas Pkwy, Quincy, FL. 32351. The firm must be a licensed general contractor in the State of Florida and meet all other requirements as may be required by law and this RFQ. Minimum required components of service for assigned projects will include the following: Warranty management Collaboration with the Architect and TSC Facilities Department Options Analysis, cost estimating, scheduling Preparation of a Guaranteed Maximum Price Providing a Performance, Labor, and Materials Bond Construction management and site supervision Reporting and documentation of subcontractor's licenses and costs with each pay application Firm selected must have the manpower to mobilize quickly and complete awarded project on an accelerated schedule. The Construction Manger shall provide all Preconstruction Phase Services necessary to establish a GMP as well as all Construction Phase Services following Award of the GMP. The Construction Manger shall provide services to incorporate and all requirements set forth in the Permitted Construction Documents and abide by the Florida Building Code, Florida Administrative Code, Florida Fire Prevention Code, the National Electrical Code and any other applicable codes related to project. The CMAR must be a Certified General Contractor in the State of Florida and contract only with licensed or registered professionals for the specific fields or areas of construction to be performed, as required by law. The complete structure of the building will house one floor with a total of approximately 11,434 gross square feet (GSF). The space would specifically include, (4) Classrooms at 1,300 net square feet (NSF) each, (1) Teaching Lab at 2,000 NSF, (1) general Office at 350 NSF and 500 NSF of appropriate Support Service space. The total budget for the complete design, construction and furnishing of this new building is approximately $10,600,000.00 and is being funded by State appropriations and local college funds. The new building will: (a) support new classrooms and laboratories to increase the number of students obtaining GED credentials (b) expand the number of healthcare programs and participants culminating in successful completion of an industry certification; (c) expand the successful HVAC program to meet student demand. This new building will replicate a successful program for students with intellectual disabilities to obtain employment credentials and all programs will provide employment and economic mobility for residents of Gadsden County. Lastly, the building must support the educational mission of the College and offered programs, effectively incorporating appropriate educational technology while also demonstrating principles of energy efficiency and sustainability where applicable. Term of Contract It is anticipated that Construction Manager at Risk services shall commence upon Board approved award of this RFQ and execution of resulting Contract, through final completion of the building and project which is anticipated for 2028-2029.
