The project consists of construction of one potable water well, including testing, water quality analysis, decommissioning the existing well, installing new piping and related appurtenances in Marengo County, Alabama. Bidders are required to furnish all labor and materials and perform all work associated with the project. Bidders must comply with the President’s Executive Order Number 11246, Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Workhours Act. Requirements regarding employment conditions and minimum wage rates must be observed. Section 3, Segregated Facilities, Section 109, and E.O. 11246 are to be adhered to. Compliance with the Contractor's Licensing Law of the State of Alabama is required, and bidders must be certified for the type of work proposed. Registration in the System for Award Management (SAM) is mandatory for participation. All contractors must submit a list of similar projects successfully completed in the last 5 years with similar construction scope and cost. Nonresident contractors must submit evidence of a current Alabama General Contractor’s License, proper registration with the Alabama Secretary of State with the original state seal, and a Certificate of Good Standing from the State of Alabama Department of Revenue. Bid security of at least 5% of the bid amount is required, submitted as a certified check, Bid Bond, or irrevocable Letter of Credit. The successful bidder is required to submit 100% performance and payment bonds or an irrevocable Letter of Credit. The owner reserves the right to waive informalities, reject any or all bids, and award to the lowest, most responsive, and responsible bidder.
