St. Johns County is soliciting a quote from qualified Suppliers to perform a comprehensive septic system inspection, removal, and replacement in kind located at SJC Fire Rescue Station #2, 1120 Sheffield Rd., St. Johns, FL 32259. The scope of work includes, but is not limited to, inspection, pumping, excavation, removal of existing tanks, installation or repair of septic components, and restoration of disturbed areas in accordance with Exhibit A. All services shall be performed in accordance with local health department regulations, environmental protection standards, OSHA safety requirements, and the specifications provided herein. location- SJC Fire Rescue Station #2, 1120 Sheffield Rd., St. Johns, FL 32259. Question Deadline 12/03/2025 at 4:00 PM ET Any and all questions related to this project shall be directed, in writing, to Richard E. Poulin Jr., Procurement Coordinator at rpoulin@sjcfl.us. Contractor to perform a comprehensive septic system inspection, removal, and replacement in kind. Scope of work includes, but is not limited to, inspection, pumping, excavation, removal of existing tanks, installation or repair of septic components, and restoration of disturbed areas. All services shall be performed in accordance with local health department regulations, environmental protection standards, OSHA safety requirements, and the specifications provided herein. Specific Requirements: o Contractor shall coordinate all work with the County's representative and shall maintain safe access around the project area for County personnel and the public at all times. o Contractor shall obtain all necessary permits required for septic tank removal, installation, repair, and associated site work. Permit fees shall be included in the quote price. The Contractor is responsible for scheduling and coordinating all required inspections with permitting authorities. o Submittals, including manufacturer cut sheets, shop drawings, product data, tank specifications, and proposed system layout, must be submitted to St. Johns County for approval prior to ordering materials. o Contractor shall verify locations of all existing utilities (public and private) prior to excavation. Any utility damage caused by Contractor negligence shall be repaired at Contractor's expense. o Pump out and fully clean the existing septic tanks prior to removal. o Excavate and remove damaged or decommissioned tanks in compliance with local environmental regulations. o Properly cap or remove connected piping and seal open ends as required. o Dispose of tank and materials at approved facilities with documentation of disposal. o Replace any damaged components including tanks, lids, risers, baffles, piping, drainfield connections, electrical conduits, or control wiring as needed to restore full and compliant operation. o Install new septic components (tanks, pumps, risers, lids, and updated control panel to meet code) per approved designs and manufacturer's specifications. o Electrical work shall be performed by a qualified electrician and meet local codes. o Provide 56yd of clean fill to ensure proper grading and drainage around the system area to prevent future issues. Grade the site to a smooth finish, ensuring positive drainage. o The Contractor shall perform system functionality testing, including pump operation, alarms, flow verification, watertightness checks, and control panel testing. o Backfill excavated areas with suitable materials and compact them to prevent settling. o Restore any disturbed landscape areas, including replacement of sod, to match existing conditions. o Remove all debris, excess materials, and equipment. The worksite must be left clean, safe, and free of hazards. o Final Completion will be fifty (50) consecutive calendar days of date provided in the Notice to Proceed.
