Questions received less than seven days prior to the date for opening of Bids may not be answered. The City of Friendship will be soliciting bids for the Water Treatment Plant Renovation at 126 N Main Street, Friendship, TN 38034. This utility improvement project includes the demolition of an existing steel settlement basin, installation of a new settlement basin, a prefabricated metal building, and new high service pumps. Additionally, the project covers associated structural, mechanical, and electrical components. The project is supported by American Rescue Plan Act grant funding, requiring adherence to certain federal restrictions and requirements. Bids must be submitted in separate sealed envelopes to City Hall and must include a bid bond or certified check for five percent (5%) of the total bid amount. A detailed listing of all subcontractors and documentation of minimum qualifications is required. Subcontractors and the General Contractor must not appear on the Sam.gov disbarment list. The successful bidder will be required to furnish a performance bond for the amount of the bid and must be licensed as a contractor of the City of Friendship before starting work. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. All bids must meet the requirements for equal opportunity and federal construction project regulations. No bidder may withdraw their bid within sixty days after the opening thereof. The owner reserves the right to waive any informalities or reject any or all bids.
