Site work and new construction of a mixed-use development in Leesburg, Virginia. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to Construct the General Government Office Building - Phase I (Project). The General Government Office Building Phase I is a three (3) story 125,000 square foot (SF) office building located on Adoption Drive in Leesburg. This facility will be occupied by the following Loudoun County departments: Building and Development, Planning and Zoning, Environmental Health Services and the Office of Mapping and Geographic Information. The ultimate full build out of Phases I-IV is planned to be a total area 425,000 SF. The Phase I building is striving to obtain a Leadership in Energy and Environmental Design (LEED) Silver certification. Phase I consists of the development of the entire site to include all sitework, utility, parking, and road improvements. Phase I will also construct one (1) 125,000 square foot multi-story office building and provide pad ready sites for the three (3) future office buildings. The proposed ultimate condition of the site is for a four (4) building complex constructed over multiple phases. Currently, only Phase I is funded in the County's Capital Improvement Plan. It is anticipated that the design of the Phase I building will be replicated for the future buildings.
