Site work for a water / sewer project in Jefferson City, Missouri. Completed plans call for site work for a water / sewer project.
The City of Jefferson, Public Works Department, herein referred to as City, invites interested, qualified individuals or firms, herein referred to as bidders, contractor, etc., capable of providing services and supplies for repairing the UST Leak Detection System for the petroleum underground storage tanks . Question Deadline 12/02/2025 at 2:00 PM CT Questions will be received at online. The work shall consist of: 1. All work to be completed in accordance with the Petroleum Storage Tank Laws and Regulations of the State of Missouri, Jefferson City Building Code, and all other applicable codes governing the installation and repair of underground petroleum storage tanks and their leak detection systems. 2. Obtain all necessary permits, including state and local permits. The contractor is required to obtain a Jefferson City business license. 3. Excavate and expose the existing system plus replace concrete as detailed in attached diagram (approximately 40' x 50' area at tanks plus 4' x 75' for the conduit trench. Contractor needs to field verify measurements. Part of the trench concrete has already been removed. 4. Replace all removed concrete with 7" unreinforced concrete per City's Standards Book (Blue Book, 2020). The concrete removal and replacement shall occur such that the use of the "Bus Barn" is not interrupted. High early strength concrete is allowed. 5. Replace all wiring from the alarm system to the tanks in accordance with all applicable building codes. There are six (6) existing 3/4 " conduits to the tanks with four (4) STP turbines, four (4) electronic line leak, and four (4) ATG probes. 6. Install four (4) 39" manways over each STP turbine. This includes four (4) 36" meter tiles, four (4) 18" manways over each ATG probe and three (3) additional 12" manways to replace the existing ones that are in the existing tank pad. Set all entry points to be flush with new concrete pad. Each of the manways also require spill containment on the fill risers. Spill containment shall be in accordance with laws and codes. 4" pipe wrap is required from tank top to bottom of new spill containment. 7. Replace any other required equipment as needed. Existing AC breakers, control relays and tank monitor is anticipated to be reused. 8. Provide all required appurtenances to the system in order to make it operate correctly. 9. Test all equipment for proper operation once work completed. Testing may be conducted prior to work commencing to determine if it needs to be replaced. Replaced equipment will require a change order to the bid. The testing and documentation required will include: o Documentation showing tank 1 has a new probe installed. o Report of the operability tests of the leak detection equipment for tank 1 including the ATG and probe. o Line tightness test on the pressurized product lines for tank 1's unleaded line. o A check and report that the tank 1 automatic line leak detector is working. o Leak test report from the automatic tank gauging system for tank 1. Things to know: o The area of work is very congested. Removal and replacement of concrete must be done in stages. Fire trucks, buses, and other heavy equipment transit the area frequently. o Electrical work will be bid as one item. Concrete will be bid by the square yard. o When work is not being actively performed, the trench must be covered by trench plates or gravel and the excavation around the spill sensors and control vaults must be minimized. Extended periods of time away from the job may require filling the excavation with gravel in order to ensure operations at the facility can continue.
