Reference Number 0000405010 Horry County Government is requesting bids for IFB #, Basketball Court and Tennis Court with Pickleball Lines. Question Acceptance Deadline 12/10/2025 02:00 PM EST Questions are submitted online Yes General Requirements - Bid Deposit Required - Contractors License Required - Federally Funded - Installation Required - Insurance Required - Warranty Information Required Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Your firm is required to provide bid security in the amount of five percent (5%) of the base bid (excluding alternates and/or optional bid items). Bids shall remain firm for no less than Ninety (90) calendar days indicated from the Closing Date. The courts will be built on County owned property located at 2700 Dog Bluff Rd. Galivants Ferry, SC 29544. Court layout should follow the attached Site and Court Drawings. It is understood that the actual court area could be adjusted, based upon the recommendations of the contractor and staff approval following the opening of proposals. Each bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any bidder to do any of the foregoing shall in no way relieve any bidder from any obligation with respect to its bid. Responsibilities of the Contractor o Trash and debris at the site must be reasonably maintained during construction, and the site must be free of all trash and construction material after the project is finished. o All measures must be taken to provide safety to the site and for any pedestrians or residents in the surrounding area. o Ensure proper barricades and temporary fencing are around the construction site to prevent entrance. o Documentation and clear pictures of every step in the process. SUBGRADE Inspect tennis court subgrade by a geotechnical engineer prior to placement of subbase. Make changes to sub grade per Geotechnical Engineer's recommendations if required. Submit to Owner compaction test results show sub grade was compacted to 95% minimum Proctor. o Base pads for courts to extend no less than 6" past the playing surface. o Dirt to be put around all asphalt surfaces and at least 80% positive vegetation growth to provide soil stabilization and prevent erosion. o After the leveling course, verify the slope before the final lift is applied Court Surface Slope of court: slope in a true plane a minimum 0.83% to a maximum 1.00%. Asphalt o Use an SCDOT-approved HMA surface mix for asphalt, following the DOT 400 section guidelines COURT SURFACE SYSTEM Laykold Color Flex or approved equal; border color Laykold US Open Green or approved equal. Court color Laykold US Open Blue or approved equal. Laykold Line Primer and Laykold Textured White Line Paint or approved equal. o Furnish and apply the flexible acrylic color finish system: blue on court (Laykold US Open Blue or approved equal) and green on borders (Laykold US Open Green or approved equal), consisting of one textured color filler coat and one textured color finish coat. o Furnish and apply white lines for tennis courts: layout, tape and paint 2" white lines (Laykold textured white acrylic line paint or approved equal) o Furnish and apply pickleball lines on the court so that the tennis net serves as the net for the pickleball court. Use 75% court surface coating to 25% white line paint for lighter shade or 25% black acrylic resurfacer for darker shade. Basketball Court o The total court size shall be ninety-four feet (94') long by fifty feet (50') wide, with appropriate basketball lines and the Horry County Logo at center court. o The court shall be a rectangle one hundred and twenty feet (120') long and seventy (70') wide. o Furnishing and installing new Bison Fixed-Height Ultimate Playground Basketball System with Ultimate Clear 42'' x 72'' Basketball Goal with Breakaway Glass. Also include Premium Steel Playground Safety Net with each goal. o Pole shall be designed so that rim mounts directly to pole to minimize stress on the backboard. Pole system shall provide a minimum setback from the front of the pole to front of backboard of 5'. Entire pole system shall have a 40% gloss black polyester power-coated finish and carry a lifetime functional warranty. Vertical pole shall be capped out to keep out rain. o Basketball system shall be in manufacturers recommended amount of concrete to secure the basketball system and all other manufacturers instructions should be followed. Tennis Court with Pickleball Lines o The court shall be a rectangle, thirty-six feet (36') wide and seventy-eight feet (78') long for both singles and doubles play, with the appropriate lines for tennis in WHITE and the pickleball lines in NAVY BLUE. o The total court size shall be sixty feet (60') wide and one hundred feet (100') long o Court measurements shall be made to the outside of the lines. The lines shall be two inches (2") in width and the same color, clearly contrasting with the color of the court surface. Court colors shall be determined by the owner. o Tennis system must be in manufacturers recommended amount of concrete to secure the tennis system and all other manufacturers instructions should be followed. o The net post should be 2-7/8-inch black Courtmaster External-Wind posts, or approved equal, with removable handles. o The net should be a Putterman Signature 3.5 mm double tapered (5-year warranty) with center straps. o Net posts should be placed twelve inches (12") outside the sidelines. Fencing Approximately 380 LF of 8' chain link fence surrounding basketball court. Approximately 220 LF of 4" chain link fence surrounding the tennis court. All fencing will be heavy duty (HF40) pipe and black vinyl coated 8 ga. mesh woven heavy duty wire (Knuckle Knuckle). Terminal posts 3" outside diameter; line posts 2-1/2" outside diameter; 1-5/8-inch top rail with bottom tension wire; lockable 4-foot-wide heavy-duty swing gates. Each court will have one gate. All corner and gate posts need to have sufficient concrete, as well as every other line post.
