Reference Number 0000405144 The City of Troy, NY is soliciting sealed proposals from interested and qualified vendors for tree cutting, tree trimming, stump removal and emergency tree services. Participation Requirements - Minority Business Participation - Small Business Participation - Women-Owned Business Participation General Requirements - Insurance Required *Subject to the right of the City of Troy to reject any and all proposals. SCOPE TREE REMOVAL: Work under this contract shall consist of the removal of designated trees and stumps within the City of Troy right of way. Unit prices listed under this item shall include all costs for provisions of all labor and materials necessary to facilitate removal, and legal disposal of, trees marked for removal by the City's authorized representative. Trees shall be cut as close to the existing/surrounding ground level as possible, but under no circumstances shall the resulting stump protrude above existing/surrounding ground level by more than six (6) inches. The exact quantity of trees is indeterminate at this time. The purpose is to remove hazardous trees from City property as directed. STUMP REMOVAL: Stump removal shall be by a machine-powered stump grinder, with stump removal a minimum of 12" below the surrounding surface. All loose material shall be removed from the hole and disposed of. Removal of any existing "stub" necessary before stump grinding shall be done at no additional cost to the City. 1. Fill for Stump Holes: All excavated stump holes shall be backfilled employing clean, sandy material free from large rocks or any organic material, topped with at least a four (4) inch layer of topsoil, compacted thoroughly, and seeded with grass seed. TREE TRIMMING: Work under this contract shall consist of pruning, trimming, shaping and topping street trees, within the City of Troy right of way. The work shall include the furnishing and deployment of labor, materials, equipment, tools and transportation necessary to complete all aspects of the work in accordance with all local, state, federal regulations in force at the time of this contract and in accordance with the various work items specified herein. Pruning and Shaping: Trees shall be pruned of undesirable wood and the resulting crown shaped to the natural habit of the kind of tree. Any and all branches interfering with or hindering the healthy growth of the tree shall be removed. Any branch that may be partly dead yet has a healthy lateral branch at least one-third the diameter of the parent branch shall be removed beyond the healthy branch. Any stubs or improper cuts resulting from former pruning shall be removed. "Crossed" branches shall be removed, as well as short "V" crotches. All cuts shall be cleanly made with sharp tools as close to the parent trunk or limb as possible without disturbing the callus collar. All large bark wounds shall be scar traced in accordance with wood horticultural practice to the satisfaction of the Commissioner of Public Works. All nails, spikes, wire or other materials driven into or fastened on the tree trunk shall be removed, or if approved, they shall be cut flush in a manner that will permit complete healing over.
