Site work for a water / sewer project in Raiford, Florida. Completed plans call for site work for a one-story above grade water / sewer project.

The project consists of replacing equipment at the landfill gas flare at the New River Regional Landfill (NRRL) Class I Landfill. At a minimum, two Variable Frequency Drives and possibly two blower motors are required to be replaced. Bidders are required to visit the site before submitting bids to evaluate the flare system and determine if additional components require replacement. The selected contractor is responsible for providing all replacement equipment and installation in accordance with the scope of work. All bids must be submitted on the provided Bid Form. Bids received after the specified deadline will not be considered. Bids will be examined for completeness and evaluated in accordance with the purchasing policy. The New River Solid Waste Association (NRSWA) is extending an invitation for bids (IFB) to replace equipment at the landfill gas flare at the New River Regional Landfill (NRRL) Class I Landfill. At a minimum, two Variable Frequency Drives and possibly two blower motors will require replacement. All Bidders will be required to visit the site before submitting bids and evaluate the flare system to determine if other components of the system require replacement. The successful Bidder will be responsible for providing all replacement equipment and for installation in accordance with the project Scope of Work. The NRRL is approximately 2.5 miles north of Raiford, Florida, on the east side of State Road 121 Questions Due: Thursday, December 11, 2025, 3:00 pm (local time) Requests for additional information or any questions regarding this IFB must be submitted in writing by emailing Ms. Lydia Greene at lgreene@nrswa.org no later than the date and time listed above. Completed bids are to be mailed to NRSWA, PO Box 647, Raiford, Florida 32083 or delivered to the NRSWA Administrative Office at 24276 NE 157th Street, Raiford, Florida 32083. After the IFB opening, the bids will be examined for completeness and preserved in the custody of the NRSWA Executive Director.All bids received after the specified time and date will not be considered. The New River Solid Waste Association (NRSWA) is seeking Bids from qualified, responsive, and responsible Bidders to inspect and evaluate the landfill gas flare system and determine the equipment and components requiring replacement. Bidders are required to visit the site and perform an evaluation of the flare system before submitting a bid. Bidders shall include a written summary of their evaluation findings with their bid, justifying the proposed scope of replacement work. At a minimum two variable frequency drives (VFDs) and possibly two blower motors will require replacement. This IFB is solely for evaluating and replacing as-needed equipment at the landfill gas flare system. The successful Bidder will be responsible for inspecting and providing replacement services throughout the course of the Project in accordance with the Project's Technical Specifications provided with this IFB. The Bidder is responsible for including all required costs within the appropriate line item(s). Replacement equipment shall meet requirements of Section 15575, Landfill Gas Blower/Flare System, or approved equal as determined by the Engineer and Owner. The Bidder shall be responsible for providing all necessary equipment and material, hauling it to the New River Regional Landfill (NRRL), and unloading it at a designated area determined by NRSWA. Work and delivery hours during construction will be between 7:00 am and 5:00 pm, Monday through Friday A. The work described in this section consists of furnishing all labor, materials, equipment; equipment acceptance and unloading at the site; and incidentals necessary to furnish, install; operations training; and field test a landfill gas blower/flare system, as shown on the Drawings and as specified herein, including all appurtenances to provide a complete system ready for operation. B. The Landfill Gas Blower/Flare System shall include the following four subsystems: 1. Gas Handling System. 2. Interconnecting Piping System. 3. Candlestick Flare System. 4. Control System. C. The Gas Blower/Flare System provider shall be responsible for all electrical wiring connections local to the Gas Blower/Flare System for operation and control of all equipment related to the Landfill Gas Blower/Flare System. The Gas Blower/Flare System provider shall coordinate the connection points and terminations for power and communication signal external to the system with the Landfill's electrical contractor. D. The Gas Blower/Flare System provider shall be responsible for the interconnection, configuration, testing and commissioning of the Blower/Flare System communications network. Gas Blower/Flare System provider shall coordinate with the Landfill's Information Technology (IT) subconsultant for network configuration parameters necessary to integrate with the facility's existing communications network. All network equipment at the flare site will be provided by the Gas Blower/Flare System provider. Installation and termination of fiber optic cabling will be provided by the installing contractor. Fiber optic termination equipment is included in these specifications. Local network cabling, such as between the blower VFD's and flare control panel, shall be provided by the Gas Blower/Flare System provider.
