The extensive improvements are part of a consent order with the Department of Environmental Protection. The contract for improvements at the WWTP were awarded to American Contracting and Environmental Services of Marriottsville, Md. The base bid from ACE was $1,622,718. A second bid was received and reviewed by the engineering firm of LaBella Associates. That bid for $1,999,700 came from Streeter Construction of Elmira, N.Y. Martz Technologies of Berwick was authorized to furnish the Wastewater Treatment Plant Supervisors Control And Data Acquisition system for $389,823.31. The bid was submitted under a Costar’s Contract. COSTARS is a Commonwealth of Pennsylvania Cooperative Purchasing Program which enables competitive pricing. The company was also authorized to furnish the remaining influent pumping station controls for $23,735.30. The authority approved an application to Pennsylvania Infrastructure Investment Authority for a loan to cover the additional costs for the Elkland Wastewater Treatment PlantConsent Order Improvements project. The original bid came in over the amount of the PENNVEST grant of $1,863,730. Authority members approved IDE Electrical of Harding to place a Kohler 50 kW diesel generator at the Barney Hill Pump Station as part of the improvements there. The unit will cost $77,120. The bid was submitted under Costars Contract. The authority reviewed two bids for the upcoming garbage contract. After reviewing the bids it was agreed to award the contract to Northern Tier Solid Waste Authority in the amount of $176,850. NTSWA has provided the service for a number of years. The authority is expected to control the contract with the transition to an operating authority slated for the first of the year. A single billing system is used to bill customers for water, sewer and solid waste. Representatives of Real Disposal of Mansfield attended the meeting and submitted a bid for $219,000 for 2026. The nearly three-hour long meeting was ended with a plan to add the outstanding agenda items to the next meeting set for 6 p.m. Dec. 29. Outstanding items connected to the transition included, employment agreement, equipment use agreement, extension of transition date originally set for January 2026, and the opening of a new petty cash checking account. The Dec. 29 meeting was originally set for the adoption of the 2026 budget. --------------------------------------------------------------------------------------------------------------------- The project generally consists of improvements to the influent pump station; improving the aeration system by adding DO probes, MLSS probes, ORP probes and sampling catwalks; replacing the blowers and rehabilitating the aeration distribution system; adding additional process monitoring equipment; new headworks equipment; and installing various health and safety program upgrades at the wastewater treatment facilities. The foregoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under this contract. Bidders must make bids in writing on the forms furnished and bids shall be accompanied by a bid guarantee for an amount not less than ten percent (10%) of the amount bid, in accordance with the instructions to bidders. The successful bidder(s) must self-perform a minimum of 50% of the contracted work. All bid questions or Requests for Information must be submitted to Bradley B.
