The City of Spokane is seeking proposals from firms with expertise in right-of-way appraisal, negotiation, acquisition, and relocation services for various projects. The scope of services may include tasks associated with real estate acquisition both during design and construction. Sample tasks include appraisals and review appraisals, negotiating with property owners, preparing offer letters and administrative offer summaries, obtaining property owner signatures, preparing right-of-way certification packages, and providing relocation assistance. Projects that may require real estate services include roadway and trail improvements, roundabouts, sidewalk projects, and school safe routes. Estimated individual project fees are expected to range from approximately $5,000 to $95,000 and will be based on a negotiated hourly rate for each project. The City will contract separately for each project as needed, and there is no guarantee that all work listed will be awarded. There is a 0% mandatory DBE requirement for these federally funded projects. Instructions to bidders include submission by the specified deadline and method as stated.
