The City of Romulus, Michigan is seeking bids from qualified companies for the CDBG Romulus Senior Center Generator Replacement. Qualified individuals and firms must use the forms provided by the City, which can be obtained from the MITN system. Bids may be rejected unless made on the official forms. All addenda issued by the City will be posted on the MITN system, and bidders must acknowledge all addenda by including a printed copy with their submission and completing the Acknowledgment of Receipt Addenda Form. Federal labor standards apply as this is a Community Development Block Grant funded project, requiring prevailing wages and compliance with regulations such as the Davis-Bacon Act and Section 3 requirement. Contractors must ensure equal employment opportunity and comply with relevant federal acts and regulations. Minority, female, and Section 3 contractors are encouraged to bid, and general contractors are encouraged to utilize minority, female, and Section 3 residents and subcontractors whenever possible. Federal regulations further encourage the use of local, small, minority-owned, and women-owned businesses in procurement. Bidders must include a completed Certification Regarding Debarment and Suspension and cannot be debarred from federal assistance. The successful bidder will be required to furnish Bid Bond, Performance Bond, Labor and Materials, and Maintenance Bonds each in the full contract amount, as well as provide proof of insurance and required endorsements. Three copies of the bid (one original, two copies) must be submitted in a sealed envelope as instructed. The City reserves the right to reject all bids, waive minor informalities, postpone the opening, and award the contract in whole or in part.
