The City of Framingham, Massachusetts, ("Owner"), acting through the Designer Selection Panel of the Massachusetts School Building Authority, (MSBA) is seeking the services of a qualified "Designer" within the meaning of the Massachusetts Designer Selection Law M.G.L. Chapter 7C, Sections 44 through 58 to provide Design Services for the Hemenway Elementary School Project in Framingham, Massachusetts ("Project"). An approved Proposed Project may include either the construction of a new Elementary School on the current site, at an alternate site at 77 Bethany Road or an addition and/or renovation of the existing Elementary School. The Owner is seeking design services initially for Feasibility Study and Schematic Design Services. The Feasibility Phase study will also include a study of redistricting at the elementary level, and consideration of Pre-K delivery. Subject to the approval of a Project by the MSBA and further subject to adequate funding authorized by the Owner, the contract between the Owner and the Designer may be amended to include continued Designer Services through design development, construction contract documents, bidding and award, construction administration, final closeout, and warranty period of a potential project. In accordance with the Commonwealth's Affirmative Marketing Program (AMP) established under M.G.L. Chapter 7C,6, participation goals for minority owned business enterprises (MBE) of 6.4%, women owned business enterprises (WBE) of 11.3%, and veteran business enterprise (VBE)/service-disabled veteran business enterprise (SDVOBE) of 3% are set for the Designer Services Contract. Firms responding to this RFQ should demonstrate a commitment to achieving these participation goals. The estimated construction cost is $60M - $134M depending on the solution agreed upon by the City and the MSBA, through an approved vote of the MSBA's Board of Directors. The fee for Basic Services will be negotiated. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range.
