DHA Housing Solutions for North Texas will receive sealed bids for Repair of Burn Unit 223, Lakeview Townhomes Located At 3020 Bickers Street, Dallas, Texas 75212 A Performance and Payment Bond is required for all construction work in excess of $25,000.00 The work will include interior construction, finishes, and associated mechanical, electrical, and plumbing improvements necessary to complete the project in accordance with the project specifications and drawings. Questions Due Date: Dec 10th 2025, 12:00 PM CST Online Portal. SCOPE OF WORK DETAILS: 1. Structural and Framing Replace all fire-damaged structural members and framing components identified in the inspection report. Structural Engineer's design package will be provided by DHA; Contractor shall implement all specified structural repairs in accordance with engineer's recommendations. Replace all ceiling joists, studs, sheathing, or structural elements as required to achieve sound framing. Restore roof truss system in accordance with engineer's repair detail. Repair or replace decking and roof sheathing as needed. 2. Roofing Replace or repair roof decking, trusses, and shingles affected by fire or water damage. Provide underlayment, flashing, drip edges, and all required accessories. Roofing system to be warranted and installed in accordance with manufacturer specifications and City of Dallas code. 3. Mechanical (HVAC) Replace all fire and smoke-damaged ductwork, insulation, air handler, and associated HVAC components. Replace supply and return grilles throughout the unit. Verify full functionality of system upon completion. All HVAC work must be performed under the supervision of a licensed Mechanical Contractor and meet current energy code standards. 4. Electrical Remove all compromised electrical wiring, rough-in, and devices. Provide new wiring, panels, breakers, devices, switches, and receptacles throughout. Replace all light fixtures, trims, and cover plates. Install combination smoke and carbon monoxide detectors per Dallas Fire Code. Upgrade electrical service to meet current NFPA and NEC standards, including GFCI and AFCI protection. Work to be completed under a licensed Electrician. 5. Plumbing Inspect and replace all affected vent piping, drains, and water lines as necessary. Verify no cross-contamination or damage from heat exposure. Replace fixtures (toilets, lavatories, tubs, faucets) and drains in all bathrooms and kitchen. All plumbing work shall comply with the City of Dallas plumbing code and be performed by a licensed plumber. 6. Interior Finishes and Fixtures (FFE) Replace all interior doors, trims, baseboards, and casings (not salvageable per report). Replace or repair glazing--only 30% deemed salvageable per inspection report. Replace all gypsum wallboard (60% replacement minimum based on 40% salvageable rating). Provide new texture and paint to match DHA's standard heavy orange peel finish on walls and popcorn texture on ceilings. Replace all flooring materials throughout the unit. Replace all cabinetry, countertops, and shelving--none are salvageable. Replace all major appliances with new DHA-specified Energy Star units (refrigerator, stove, vent hood). Replace all finish fixtures, mirrors, vent fans, towel bars, and light trims. Replace attic and wall insulation (blown insulation not salvageable). All paint and coatings to be low-VOC and approved by DHA prior to installation. 7. Smoke and Water Remediation Perform comprehensive smoke and soot remediation throughout all areas of Unit 223, including structure, mechanical spaces, and surfaces. Perform water damage remediation throughout affected areas. Provide air scrubbing, odor removal, and HEPA vacuuming as necessary. All remediation work must be inspected and approved by DHA before new finishes or insulation are installed. 8. Site and Exterior Clean and pressure wash/acid wash all exterior masonry, fascia, and gutters to remove smoke and soot staining. Restore any exterior components damaged by firefighting operations. Ensure all windows and doors are replaced or repaired to meet energy code and DHA standards. 9. Final Condition Unit shall be delivered in "Make Ready" condition: o Fully functional mechanical, electrical, and plumbing systems. o All finishes, fixtures, and appliances installed and operational. o Clean, free of dust and debris, and ready for occupancy. All materials used shall be new, undamaged, and previously unused. Contractor shall schedule a final inspection and acceptance walk with DHA prior to closeout.
