Site work for a water / sewer project in New Brunswick, New Jersey. Completed plans call for site work for a one-story above grade water / sewer project.

The City of New Brunswick is soliciting proposals to perform or furnish Engineering Services for the Edgebrook Water Main & Curb Upgrade Project, Phase I (#410-25RFP). Proposals must be submitted using forms provided in the proposal packet and delivered in a sealed envelope, clearly marked to indicate the services for which the proposal is being submitted. All responses will be publicly opened and the names and proposed fees read virtually at the designated time and place. Contracts will be awarded by majority vote of the City Council at a public meeting. Contractors are required to comply with all relevant certifications and regulations, including Business Entity Disclosure Certification, Equal Employment Opportunity Laws and Regulations, the Americans With Disabilities Act, the New Jersey Local Unit Pay-to-Play Law, and the New Jersey Campaign Contributions and Expenditure Reporting Act. Additional requirements and information are provided in the proposal packets available at the Purchasing Office. Task 1: Existing Conditions Provide field services for the thorough inspection and topographic survey of the project route to determine and/or confirm existing conditions. CNBWD staff will assist in determining location of as-built adjoining water distribution system components. The Consultant shall contact any other affected utility in the project area to obtain up-to-date information. Task 2: Preliminary Design and Construction Cost Estimate The Consultant shall meet with the CNBWD's project team to discuss the recommendation for design; method of installation and the estimated project construction costs. Estimated costs at the preliminary design phase will be based on the American Society of Professional Estimator (ASPE) Level 2 Schematic/Conceptual Design Standard. The Consultant can define other equivalent construction cost estimate standards for use in this task. Task 3: Final Design and Specifications The Consultant shall finalize design plans and cost estimate. They shall prepare detailed Technical Specifications to be included in the CNBWD standard Front End Bid Documents. Estimated costs at the preliminary design phase will be based on the American Society of Professional Estimators (ASPE) Level 4 Construction/Bid Design Standard. The Consultant can define other equivalent construction cost estimate standards for use in this task. Task 4: Pre-Bid Tasks and Post-Bid Review and Recommendation for Award The Consultant shall coordinate necessary pre-bid meeting with potential bidders, including site visits. The Consultant shall be present at Bid Opening, record bids, thoroughly review the Bid Submittals received and submit a written recommendation for award. The Consultant shall also respond in writing to any questions regarding the bids prior to the bid submittal date. Task 5: Contract Administration The Consultant shall provide contract administration services to include shop drawing submittal review, design clarifications, payment recommendations, preparation and review of punch list, coordination with the utility representatives and other entities, and project closeout. Full-time construction inspection services shall also be provided under this Task. Project closeout shall include the preparation and submittal of "As-Built" drawings in AutoCAD 2010 format. Consultant shall provide the CNBWD with a full copy, in electronic and hard copy format, all documents generated for this project. Bid documents, including text files and AutoCAD files shall also be provided in forms that can be edited by the Authority in the future in forms compatible with Authority software applications. The City of New Brunswick Water Department (CNBWD) owns, operates and maintains the potable water transmission and distribution mains and appurtenances within its service area. The following background and scope of services describes the professional engineering services to be provided in order to complete the project described herein. Background The CNBWD intends to replace 8" and 4" unlined cast iron water main on portions of Edgebrook Road and Lansing Place. The mains are approximately 90 years old. The project includes repair of existing Belgian block curb on Edgebrook Road and Lansing Place. he City intends to replace approximately 1290' of 8" unlined CIP with 12" DIP on Edgebrook Road. On Lansing Place, approximately 240' of 4" unlined CIP is to be replaced with 6" DIP. On an approximately 1750' stretch of Tunison Road between Burnet Street and Wilcox Road, rolled or mountable curb is to be installed where none currently exists, as well as replacing asphalt curbing where it currently exists. The City asks that an engineer's estimate of the cost to complete, as well as an expected number of days of construction to complete the project.
