Renovation of a library in West Palm Beach, Florida. Completed plans call for the renovation of a one-story above grade library.

**As of January 22nd, 2026 , this project has not yet been awarded. A timeline for the award has not yet been established.** Architectural/Engineering services for the design, permitting, and construction administration associated with the development and implementation of a comprehensive Library improvements program for multiple existing Library locations. This is a phased project to develop and implement a comprehensive capital improvements program for the renovation of thirteen existing Library locations over a multi-year duration. The SBE goal for this project is a mandatory minimum of 20% participation. Any proposal that fails to comply with the required goal shall be deemed non-responsive after the period allowed for waiver requests has lapsed. Questions concerning this RFP are to be directed to Mr. Fernando Del Dago at fdeldago@pbc.gov no later than December 17, 2025 at 3 p.m. Include the words "Comprehensive Library Improvements Program" in the subject line of any e-mail regarding this project. Project Description. Palm Beach County Capital Improvements Division (CID) is seeking proposals from qualified design firms to provide design, permitting and construction administration services associated with the development and implementation of a comprehensive Library improvements program for multiple existing Library locations. This is a phased project to develop and implement a comprehensive capital improvements program for the renovation of thirteen (13) existing Library locations over a multi-year duration. Refer to Attachment K for Library locations and estimated construction renovation value of each facility. B. Estimated Construction Cost. The total construction cost is estimated at $72.6M for all thirteen (13) Library locations. C. Preliminary Schedule. Preliminary schedule is to start design of the first Library location defined in Attachment K in the first quarter of 2026 and the second Library location in the third quarter of 2026, followed by development and construction of the remaining facilities noted per Fiscal Year defined. The phases for each location generally consist of: Phase 1 - Programmatic Evaluation The Architectural/Engineering (A/E) firm will perform a programmatic evaluation of each Library in order to determine compliance with current Library standards in order to develop a conceptual scope of work and program which addresses the current needs of the branch and Public who utilize the facility. The programmatic evaluation phase will include a building assessment to evaluate the building (including exterior components and cladding) and building systems requiring repair/replacement. The assessment will additionally include a review of the current functionality of the facility as it relates to programs being offered and spaces both used for public and administrative use in order to accommodate better operations and functionality. Phase 2 - Renewal/Replacement (R/R) Design for Each Library Location The A/E firm will use the programmatic scope of work developed during Phase 1 to design the R/R project for each Library Location. The key building components anticipated as part of each renovation and improvement project will include but are not to be limited to: 1) roof repairs or replacements 2) window and door replacement 3) electrical, lighting and low voltage system upgrades 4) finish upgrades 5) heating and air conditioning system upgrades 6) security upgrades 7) parking, paving and drainage improvements 8) site amenity additions or improvements 9) improvements to signage and wayfinding 10) interior reconfiguration of rooms and spaces in order to address the current facility needs and those of the public 11) reconfiguration/relocation of rooms and program space, including fixed and non-fixed furniture, in order to accommodate better operations and functionality. This is a phased project to develop and implement a comprehensive capital improvementsprogram for the renovation of thirteen (13) existing Library locations over a multi-year duration. Generally, assignments will be subject to scope definition and determination of level of effort. Task assignments may include architectural services, structural, civil, landscape/irrigation, geotechnical, mechanical, plumbing, electrical engineering, interior design, permitting, and construction administration services.
