Remodeling of a multi-residential development in Worcester, Massachusetts. Completed plans call for the remodel of a one-story above grade multi-residential development.
The Worcester Housing Authority (WHA) is soliciting bids for qualified contractors to support the Vacancy Unit Task Force in preparing vacant units for re-occupancy throughout Worcester County. Work must comply with the Massachusetts State Sanitary Code, EOHLC Design Guidelines, and local building codes. The term of this contract shall extend for one year. Tentative start date: January 1, 2026, through December 31, 2026, with a Not to Exceed amount of $150,000. Question Deadline 12/03/2025 All questions or requests for clarification must be submitted in writing 7 days prior to opening by email to purchasing@worcesterha.org. The WHA shall issue a written response or Addendum, if required, for clarification. Please reference in the subject line: IFB # 25-37 Vacant Unit Task Force Maintenance Services. 1. Painting The work shall include, but not be limited to: o Preparation work such as spackling small holes, minor defects, stain-kill grease spots, replacing loose or missing caulking. o Application of WHA approved standard stain/paint to all recently stained/painted surfaces per manufacturer's specifications. This work shall also include the painting of previously painted vinyl or rubber baseboards, or baseboards that have been over-painted with wall color. The color of paint to be used is black. o Those areas of stairs, wood, walls, kitchens, baths, metal doors, and other sections presently painted with urethane will be painted using urethane. o Electric baseboard heater covers will be painted where specified on the Unit Work Order. o Kitchen cabinets will be painted where specified on the Unit Work Order. Two coats of Standard Walnut paint, as specified below, are required. o Bathrooms will be painted with two (2) coats of paint, as follows: Walls: Shall be the anti-microbial primer and tinted to manufacturer's specifications and in Linen White color for walls. Ceilings: shall be the anti-microbial primer, and no tint required o Ceilings to be painted. o Ceilings shall be painted using pre-approved quality latex "Ceiling White" paint only. o Ceilings of a blown-on fiber material and require special application methods. (i.e. one coat of (BIN) type stain kill followed by one coat of ceiling paint. o All family apartment exterior doors shall be painted on the inside and outside. o Apartments entrance doors at the living room and kitchen will be stained and polyurethane applied both on the inside and outside of the doors. o Thorough clean up after painting to restore to rentable condition. Drop cloths must be used. No paint is to be dumped into any tub, sink, or toilet. Equipment must be cleaned in a secondary device (i.e. a five-gallon pail) and shall not be left in any unit overnight. o All paint, stain, urethane paint, other supplies, tools, and equipment are to be supplied by the Local Housing Authority (LHA). o MASKING: All electric devices, sprinkler heads, cabinets, windows, and hardware shall be masked prior to painting. All tape will be removed after painting is completed. o Bathrooms shall be painted with a mildew resistant paint. o Pathed or puttied sections shall be sanded smooth, primed, and painted. 2. Plastering The Contractor shall furnish all labor, tools, equipment, transportation, and supervision necessary for performance under this contract. All plastering work shall be done with good quality workmanship and subject to the approval of the WHA. The WHA shall supply all materials under this contract, but the contractor is responsible for using/mixing them in accordance with the manufacture's recommendations. The WHA has determined that the plaster work to be completed will be done on an hourly basis and the level of effort will fall in one of these categories: o Small - up to 8 hours in one vacant unit o Medium - 9 to 16 hours in one vacant unit o Large - over 16 hours in one vacant unit NOTE: The above categories represent the amount of work in one vacant unit based on WHA's experience with previous contractors and internal staff. The Contractor shall be responsible for all surface preparation work to ensure good quality of craftsmanship, for example, the contractor will be responsible for examining all holes, dents, and gouges and ensuring they are cleaned and restored to a flat, smooth, and even surface. Units will have running water for the contractor's use. 3. Unit Turnover Custodial + Maintenance Technician Repairs Initial Cleaning o Remove all trash, debris, and personal belongings left behind by previous occupants. o Dispose of waste in designated dumpsters or disposal areas. Surface Cleaning o Wipe down and sanitize all horizontal and vertical surfaces, including walls, doors, and trim. o Clean and disinfect countertops, cabinets (inside and outside), and shelving. Kitchen o Clean and sanitize sinks, faucets, and countertops. o Clean inside and outside of appliances (refrigerator, stove, range hood). o Remove grease and residue from stove and oven surfaces. Bathroom o Clean and disinfect toilets, tubs, showers, sinks, and fixtures. o Remove soap scum, mildew, and hard water stains. o Wipe down mirrors and glass surfaces. Floors o Sweep and mop all hard surface floors. o Vacuum carpets and rugs; spot clean stains. o Remove adhesive, paint splatters, and construction dust if applicable. Windows and Glass o Clean interior windows and glass doors. o Wipe down window sills and tracks. Final Touches o Ensure all areas are free of dust, dirt, and odors. o Report any damages or maintenance issues observed during cleaning. Minor Repair Items for Apartment Turnovers o Walls & Surfaces o Patch small holes or cracks in drywall. o Touch-up paint on scuffed or repaired areas. o Re-caulk around tubs, sinks, and countertops. Doors & Hardware o Tighten or replace loose door handles, knobs, and hinges. o Adjust doors for proper alignment and closing. o Replace worn or missing doorstops. o Cabinetry o Tighten loose cabinet hinges and handles. o Adjust cabinet doors for proper fit. o Replace missing or damaged drawer pulls. o Fixtures o Replace broken or missing light switch and outlet covers. o Install or tighten towel bars, toilet paper holders, and shower rods. o Plumbing (Minor) o Replace faucet aerators or showerheads. o Tighten loose faucet handles. o Replace worn washers to stop minor drips. o Electrical (Minor) o Replace light bulbs and fluorescent tubes. o Swap out damaged or discolored outlet/switch plates. o Windows o Replace missing or damaged window locks/latches. o Install or adjust window screens. o Miscellaneous o Replace smoke/CO detector batteries. o Install new blinds or curtain rods if required. o Touch up caulking around windows and doors 4. Flooring General Requirements o Inspect unit prior to work and report any subfloor damage or moisture issues. o Remove and dispose of existing flooring materials as needed. o Prepare subfloor (clean, level, and repair imperfections) before installation. o Ensure all work complies with manufacturer specifications and local building codes. o Maintain a clean and safe work area throughout the project. o Dispose of all debris in designated dumpsters or disposal areas. Option 1: Installation of Vinyl Composition Tile (VCT) Armstrong VCT in Cottage Tan o Install Armstrong VCT or approved equivalent in designated areas. o Apply adhesive per manufacturer guidelines and allow proper curing time. o Clean and polish VCT surface upon completion. Option 2: Installation of Luxury Vinyl Tile (LVT) 5 mil 20mm o Install LVT planks or tiles according to layout plan. o Ensure proper acclimation of materials before installation. o Apply adhesive per manufacturer instructions. o Install transition strips and trim for a finished appearance. o Clean and inspect flooring for defects before turnover. Option 3: Hardwood Floor Refinishing o Remove existing finish using sanding equipment. o Repair minor scratches, gouges, or loose boards. o Apply stain (if specified) and protective finish (polyurethane or equivalent). o Allow proper drying and curing time before occupancy. o Perform final buffing for smooth finish. Option 4: Installation of Cove Base o Johnsonite #45 Sandlewood or equivalent o Installed per lineal foot 5. Electrical The Contractor shall furnish all labor, tools, equipment, transportation, and supervision necessary for servicing and repair of the electrical equipment. Work shall be done in compliance with the MA Electrical codes. Contractor must be able to provide diagnostic services and/or emergency services that will stabilize the situation; preventative maintenance, and minor repairs of the electrical equipment. Electrical equipment includes, but not limited to: o Breakers o Outlets, switches, light fixtures & GFI's o Range hoods, exhaust fans o Alarm system testing and repair o Hard wired smoke and CO detectors test and replace. o Electrical testing and part replacement on boiler and water heating systems o Electrical testing and repair on automated door o Exterior lighting on building and light poles along with timers, and photocells o Building communication system and door entry buzzer system o Wire mold installation and repair o Building Backup generator
