Pre-Solicitation Synopsis - California Oregon Transmission Project (COTP) Series Capacitor Bank Two-Phase Design-Build Construction Project This is a pre-solicitation synopsis. Western Area Power Administration (WAPA), a Power Marketing Agency of the U.S. Department of Energy, intends to solicit proposals for the project described herein. In accordance with FAR Subpart 36.101-2 and FAR Part 15, the solicitation will be for a Fixed-Price, TwoPhase Design-Build contract for end-of-lifecycle replacement of four (4) banks of 525-kV series capacitors installed at four (4) substation locations within the California Oregon Transmission Project (COTP), which consists of the Tracy-Olinda and Olinda-Captain Jack 525-kV transmission lines. Performance will begin at time of award, with completion no later than June 30, 2033. The Contractor will engineer, procure, and construct (EPC) by removing and replacing the existing series capacitor banks with new and in-kind series capacitor banks (no changes to series capacitor size, rating, segmentation, and line compensation level). The Contractor shall perform engineering design for full integration of new series capacitor banks into WAPA's existing substation; as well as procure, install, test and commission all equipment. Competition will be full and open, unrestricted under North American Industry Classification System (NAICS) code 237130, Power and Communication Line and Related Structures Construction, with a size standard of $45.0M. The magnitude of this construction project is greater than $10,000,000. Phase One proposals will be evaluated for Corporate Experience and Capabilities, Key Project Experience and Technical Competency, and Past Performance. Only the most qualified Phase One offerors will be invited to participate in the Phase Two competition which will require a detailed, priced technical proposal and an oral presentation. The Government anticipates that the solicitation 89503326RWA000049 will be published to SAM.gov on or around January 6, 2026.
