The purpose of this Fixed-Price Design-Build contract is the end-of-lifecycle replacement of four (4) banks of 525-kV series capacitors installed at four (4) substation locations within the California Oregon Transmission Project (COTP): Maxwell Capacitor Bank Station, Tracy Substation, and Olinda South and North Substations. The Contractor will engineer, procure, and construct by removing and replacing the existing series capacitor banks with new and in-kind series capacitor banks (no changes to series capacitor size, rating, segmentation, and line compensation level). The Design-Build prime contractor will perform engineering design for full integration of new series capacitor banks into WAPAs existing substation, as well as procure, install, test, and commission all equipment. Interested parties may comment on the use of a Project Labor Agreement (PLA) for this proposed project by responding to specific questions regarding their organization, potential proposal for the project, the feasibility of union labor in various aspects of the contract, awareness of skilled labor shortages, and knowledge or experience with PLAs on similar projects. Letters indicating support or opposition to labor unions are not considered useful and will not be considered. The Method of Contractor Selection has not been determined at this Time.
