Site work and new construction of an educational facility in Corfu, New York. Completed plans call for the construction of a one-story above grade educational facility.

Separate sealed proposals are requested for the Pembroke Central School District 2025 Capital Outlay Project at East Pembroke Primary School under Contract 101 - General Construction. Bidders must submit bids in person at the specified location by the indicated deadline. Electronic or facsimile submissions will not be accepted. Bidders must include with their submission a valid NYS Department of Labor Public Work Contractor and Subcontractor Registry Certificate of Registration. Applications for registration are not an acceptable substitute. Incomplete bids, those lacking required security, the valid Certificate of Registration, or other required documents, or those that are irregular, may be rejected. A. This asbestos abatement project will consist of the removal and disposal of asbestos containing materials at the Pembroke Central School District, located in Pembroke & Corfu, New York. B. Work of this section includes: Removal of and disposal of asbestos-containing and asbestos-contaminated material is outlined on Drawing HM1100, but is not limited to, the following: 1) Pembroke Primary School Building: a) Removal of asbestos-containing floor tile, associated mastic, and all associated materials. C. Known asbestos-containing materials for this building have been delineated in the Specifications & on the Drawings. However, these documents do not provide a comprehensive list of hazardous or potentially hazardous materials. If a contractor is required to disturb any material that is suspect to contain asbestos, lead or pcbs (that has not been previously tested and confirmed) during the course of construction, the owner's representative & project architect shall be notified prior to performance of any work in this area. Refer to the Notices on the Abatement Plans for a summary of recent hazardous material reports/results. Contact the District to request access to full reports and additional records. D. Refer to section 3.14 of this specification for roof removal requirements. E. Provide abatement of large, small and minor amounts of asbestos in accordance with definition and descriptions of Code 56 and as follows. F. Project Air Sampling and Analysis - Refer to Section 028216 (provided as a reference). F. The Contractor shall be aware of all conditions of the Project and is responsible for verifying quantities and locations of all Work to be performed. Failure to do so shall not relieve the Contractor of its obligation to furnish all labor and materials necessary to perform the Work. G. All Work shall be performed in strict accordance with the Project Documents and all governing codes, rules, and regulations. Where conflicts occur between the Project Documents and applicable codes, rules, and regulations, the more stringent shall apply. H. Working hours shall be as required and approved by the Owner. Asbestos abatement activities including, but not limited to, work area preparation, gross removal activities, cleaning activities, waste removal, etc. may need to be performed during 'off-hours' (including nights and weekends). In addition, multiple mobilizations may be required to perform the work identified in this project. The Contractor shall coordinate all Work with the facility and Owner's representative regarding scheduling. A. Abatement Contractor: 1. Work of this Section shall be performed in accordance with the requirements of the Contract Documents, including but not limited to Instructions to Bidders, Agreement and General Conditions and General Requirements. B. All Prime Contractors: 1. Potential Manufactured PCB Products Removal/Disposal Notes for All Prime Contractors: Suspect potentially impacted sealants for this project have been sampled/tested for asbestos and PCBs. Refer to the Abatement Documents for additional information regarding the abatement of hazardous sealants. PCB-containing sealants shall be removed/disposed by the Abatement Contractor per EPA 40 CFR 761, NYSED Protocol for Addressing PCBs in Caulking Materials in School Buildings, and all other applicable regulations. 2. Other potential manufactured PCB products may exist in the building. Prior to demolition and disposal of potential manufactured PCB products the Contractor (responsible for each type of material demolition) shall follow the EPA protocol and guidance for sampling, testing, assessing, handling, storing, and disposing of potential manufactured PCB building materials. A guidance document was issued by EPA in May 2021 outlines the protocol and lists potential types of manufactured PCB products. This document can be found at: PCBs in Building Materials: Determining the Presence of Manufactured PCB Products in Buildings or Other Structures (epa.gov) EPA's list of potential types of materials includes: o Paint, varnishes, and lacquers o Non-conducting materials in electrical cables (e.g., plastic and rubber) o Rubber and felt gaskets o Coal-tar enamel coatings (e.g., pipe coating) and rust inhibitor coatings o Insulation materials (e.g., fiberglass, felt, foam, and cork) o Adhesives and tapes o Caulk, grout, and joint material (e.g., putty, silicon, and bitumen) o Pipe hangers o Plastic applications, including vinyl and PVC o Galbestos siding o Mastics o Acoustic ceiling and floor tiles o Asphalt roofing and tar paper o Synthetic resins and floor varnish o Sprayed-on fireproofing Note: Per EPA: This list is not intended to be comprehensive. Other materials not listed here may contain PCBs because of their form or function or based on year and place of manufacture and installation. 3.It is recommended that Contractors coordinate sampling/testing with the District's Environmental Consultant on the Project. The Contractor shall provide results of testing to the Districts, for their records.
