The City of Bellaire, Texas, is seeking proposals from qualified consulting firms to provide professional services for the city to develop a Systemwide Parks and Recreation Master Plan. The plan will serve as a comprehensive update to the City's 2015 master plan. It should establish short-, medium-, and long-term priorities for providing an appropriate level of service that balances community needs, available resources, and quality experiences. Question Deadline 12/16/2025 Requests for clarification shall be directed in writing by email to Todd Gross, Senior Purchasing/ Contract Coordinator, at tgross@bellairetx.gov Emailed requests for clarification must include RFP No. 26-004 in the email subject line The City will not reimburse responding firms for any expenses incurred in preparing proposals, clarification of a response, and/or oral presentations which may be, at its discretion, required by the City. The City reserves the right to negotiate all elements of the proposal to ensure that the best possible consideration be afforded to all. The City also reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. The City reserves the right to reject all submittals and reserves the right to waive any irregularities or informalities in any submittal or in the submittal procedure, when to do so would be to the advantage of The City. The City reserves the right to cancel this RFP at any time. The method of Contractor Selection has not been Determined at this time.
