The work includes providing engineering services for FY 2026 CDBG project(s), which entails preparing project cost estimates for application preparation and, if awarded, providing all engineering services through project closeout in compliance with federal, state, and local laws, regulations, and policies. The scope includes preparing plans and specifications, distributing bid documents, assisting in bid openings and preparing bid tabulations, assisting in executing construction contracts, holding a pre-construction conference, performing construction inspection including periodic reports, and approving all payment requests. Bidders are instructed to submit one original and six copies of their proposals in a sealed envelope marked "Proposal for CDBG Engineering Services." Proposals will be evaluated on Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). To be evaluated, proposals must address: the qualifications of persons assigned to the project, the firm's experience and previously undertaken projects with types and amounts of grants awarded, activities, and status, and the number and titles of staff assigned. The Town of Lula encourages Minority-owned Business Enterprises, Woman-owned Business Enterprises, and Section 3 eligible businesses to submit. The Town reserves the right to reject any or all proposals and will award a contract based on the highest cumulative points and other considered factors. The contract will be fixed price and specific to each awarded project.
