The work involves conducting comprehensive facility condition assessments for district buildings, land, and systems, with all observations based on visual and non-destructive testing. Assessments should cover all accessible areas and be performed by licensed professionals and technical staff with expertise in Architectural, Structural, Civil, Mechanical, Electrical, and Plumbing disciplines. Each component and system must be evaluated for functional reliability, code compliance (including ADA), and industry standards, with findings documented by category and in CSI numerical format. Inventory must include details such as manufacturer, type, age, and condition of each system, supplemented by narrative reports where required. Surveys must address building exterior envelope, roofing, interior finishes and components, ADA accessibility, security, site features (fields, stadiums, utilities, stormwater, parking, playgrounds), electrical (service, lighting, security, communication), HVAC (boilers, chillers, controls, air handling), plumbing, and fire suppression systems. Reports must use digital 360-degree photography with a navigable floor plan and create master lists in non-proprietary, filterable Excel format for future updates. The scope also includes: building-specific schedules for replacement and repair (both cyclical and non-cyclical needs), cost estimates for all improvements, a priority matrix for recommendations, a facility condition index comparison, and a projected 25-year facilities capital improvement budget. Additionally, a district-wide capacity study will compare current PDE facility capacities to district-recommended capacities. No demographic study is included in the scope, though results from a separate demographic RFP will be made available. Proposals must include an overview of the firm, organization, staffing qualifications (with resumes), relevant project experience, public project expertise, references, and a fee proposal with phase breakdown and staff hourly rates by specialty. Evaluation criteria include understanding of work, team qualifications, past performance, references, and fee structure. The District reserves the right to reject any or all proposals and is not obligated to award based on cost alone.
