Site work for a water / sewer project in Parkersburg, West Virginia. Completed plans call for site work for a one-story above grade water / sewer project.

The scope of work generally includes approximately 450 linear feet of 6" PVC gravity sewer, 2,500 linear feet of 8" PVC gravity sewer, 300 linear feet of 6" PVC house service pipe, 25 manholes, and 17 customer service wyes, together with necessary appertaining work. Instructions to bidders require that bids must be submitted in a single, large envelope labeled with the bidder's name, address, contract name, and contract number. If sent through the mail or a delivery system, the envelope must also be marked with "BID ENCLOSED." A Bid Bond equal to five percent (5%) of the bid, executed by both the Bidder and an approved Surety Company, is required. Bids must be completed and properly executed as specified and may not be withdrawn for ninety (90) days after the opening. Critical requirements include Affirmative Action Program Requirements and Goals, Certification of Non-Segregated Facilities, Specific Labor Standard Provisions, West Virginia Contract Licensing Act, Build America, Buy America Requirement, West Virginia Alcohol and Drug Free Workplace Act, and compliance with federal wage rates under the Davis-Bacon Act. Only contractors with a West Virginia State Contractor's License may bid, and businesses listed on the System for Award Management are not eligible. The contract time is 180 calendar days for substantial completion and 210 calendar days for final completion, with liquidated damages of $1,000 per day for each day beyond these contract times. All requirements are detailed in the Contract Documents. A. General. Provide the labor and materials necessary to attend and participate in project meetings in accordance with the plans and as specified herein. B. Conferences and Meetings. This section specifies administrative and procedural requirements for project meetings including but not limited to: 1. Preconstruction conference. 2. Progress meetings. A. Scope of Work. Perform the work necessary to provide the construction schedule, schedule of submittals, and schedule of values for all work in accordance with the drawings and specifications. A. Scope of Work. Provide all labor and materials necessary to furnish the following submittals as required by each individual section of the specifications. 1. Shop drawings. 2. Product data. 3. Operation and Maintenance (O&M) manuals. 4. Source quality control documents. 5. Material field test reports. 6. Start-up documents. 7. Product/material certifications. 8. Project record documents. 9. Others (as specified in the individual technical specifications). The Contractor shall provide erosion and sediment controls as required by the attached NPDES Stormwater General Permit issued by the WVDEP, the Contract Documents, and as specified herein. This specification section, the referenced specifications sections, Site Registration Application Form and associated Permit application documents (attached to this Section), plans, and referenced standards (where applicable) shall be considered as the approved Stormwater Pollution Prevention Plan (SWPPP). The Contractor shall note that the sheets within the Plans designated as "Stormwater Pollution Prevention Plan" depict the probable limits of disturbance and the potential erosion and sediment control measures that could be implemented by the Contractor. It is expected that the actual extent of disturbance and locations and quantity of erosion control measures will vary based upon the Contractor's means, methods and sequence of construction and field conditions encountered at the time of construction. Therefore, the plans sheets designated at "Stormwater Pollution Prevention Plan" are not intended to be guidance or direction to the Contractor for determining the extent, location, duration and costs of mitigative measures utilized during construction. The Contractor shall develop and maintain a Groundwater Protection Plan (GPP) per the requirements of the WVDEP. The approved SWPPP and GPP shall be maintained on site at all times and be available for inspection by the Engineer/Architect, Owner, or WVDEP representatives. A. General. The Contractor shall provide the labor, tools, equipment, and materials necessary to provide temporary seeding and mulching as specified herein. All disturbed areas shall be final graded and seeded in accordance with Section 32 90 02, "Permanent Grading and Seeding". To mitigate the potential for erosion and sedimentation, all grading and seeding activities shall be scheduled in accordance with Section 01 57 13, "Erosion Control during Construction". A. Scope of Work. Transport and handle materials and equipment in accordance with the manufacturer's recommendations and requirements of Contract Documents. Make all arrangements for transportation, delivery, storage, and handling of equipment and materials required for prosecution and completion of the work. Furnish and install cast-in-place concrete in accordance with the drawings and specifications. A. This section specifies cast-in-place concrete, including formwork, reinforcing, mix design, accessories, placement procedures, joints, finishes and curing. A. Scope of Work. This section includes the clearing and grubbing of the work site and the following: 1. Clearing of area. 2. Removal of trees and grubbing of stumps and roots. 3. Removal of all other vegetation. 4. Protection of designated trees. 5. Removing above- and below-grade structures. 6. Disposal off-site of all material generated by the clearing and grubbing operations. A. Scope of Work. Provide the labor, tools, equipment, and materials necessary to provide dewatering operations as specified herein whenever it is determined necessary for the installation of sanitary sewers or manholes: 1. Dewatering consists of lowering and controlling groundwater levels and hydrostatic pressures to permit excavation and construction to be performed "in the dry" condition. A. Scope of Work. The Contractor shall provide the grading and seeding, where required by these specifications. To mitigate the potential for erosion and sedimentation, all grading and seeding activities shall be scheduled in accordance with Section 01 57 13, "Erosion Control during Construction". A. Scope of Work. The Contractor shall provide the labor, tools, equipment, and materials necessary to intercept and tie in existing in-service sewers and force mains and connecting existing sewers and force mains to new manholes in accordance with the plans and as specified herein or where directed by the Engineer/Architect. This work shall further include neatly cutting out existing sewers within new manholes; abandoning sewers within new and existing manholes and plugging with concrete; connecting into and reshaping inverts within existing manholes to accommodate new sewers; and temporarily plugging new sewers within existing manholes. All plugs and connections shall be made watertight. A. Scope of Work. Provide the labor, tools, equipment, and materials necessary to install the pipe in accordance with the drawings and specifications. The work includes, but is not limited to, the following: 1. Excavation, preparation of the trench bottom, bedding, and backfilling. 2. Piping work beginning at the outside face of structures or building foundations, unless specifically included under other sections. 3. Pipe beneath structures. 4. Shoring, bracing, and dewatering. 5. Work on existing buried pipelines. 6. Testing for leakage, displacement inspection, and compaction. 7. Disposal of all excess material. 8. Cleaning. 9. Trench maintenance.
