Site work for a playground / park / athletic field in Birmingham, Alabama. Completed plans call for site work for a one-story above grade playground / park / athletic field.

Bids shall be sealed and delivered to the Office of the Purchasing Agent in the City Hall, City of Mountain Brook, Alabama, prior to the specified date and time. All bidders must use the bid form provided by the City for the project. This Bid Cover Sheet should be completed and submitted with the bid. Bids completed in pencil will not be accepted. Bids should be clearly marked "SEALED BID" and indicate on the outside of the envelope the project for which the bid is submitted, bid number, and the date of bid opening. Alabama General Contractor's License number shall be clearly marked on the outside of the envelope. For any contract exceeding $50,000.00, the bidder must submit with the bid either a certified check, a cashier's check, or bid bond payable to the City of Mountain Brook in an amount (subject to a maximum of $10,000.00) equal to five percent (5%) of the bid. Performance and labor and material payment bonds in the amount of 100% of the contract price will be required when the Contract is presented by the Contractor to the City of Mountain Brook. The City reserves the right to utilize life cycle cost analysis in determining the lowest responsible bidder. Bids shall be submitted in duplicate on forms provided with the Bidding Documents, and shall be submitted in a sealed envelope labeled "SEALED BID: VETERANS MEMORIAL PARK SITE IMPROVEMENTS, Bid No. B20251125-024." Bids submitted on forms other than those provided by the Landscape Architect will not be accepted. Each copy of the Bid shall be signed by the person or persons legally qualified to enter into such a contract. All blanks on the Bid Form shall be clearly and legibly written. Bidder's Alabama General Contractors License number must be noted on the outside of the sealed envelope. Each Bidder shall carefully study and compare the Bidding Documents with each other, shall examine the site and local conditions, and shall report to the Landscape Architect errors, inconsistencies, or ambiguities discovered prior to the date and time for bids to be received. A lack of understanding of these documents or the conditions of the site may not be claimed as a basis for relief from any of the obligations of the Contract. A mandatory Pre-Bid Conference for bidders will be conducted. All companies seeking to submit bids for the Project are required to have a representative in attendance at the Pre-Bid Conference. Each Bidder shall be licensed as a General Contractor by the State of Alabama to perform work in excess of $20,000. The license should entitle the bidder to perform the type of work called for in the Contract Documents. Upon Owner's request, the Bidder shall provide information the Owner deems necessary to determine the Bidder's ability to perform the Work. Any party to whom the Bidder proposes to award a subcontract must be acceptable to the Owner. The Owner will select a contractor through a separate competitive pricing process to provide certain security improvements in the park. The selected security contractor will perform the work as a subcontractor of this contract. Bidders will be given an allowance figure to include in their Base Bid Amount representing the cost of proposed security improvements by the selected security contractor. The Owner reserves the right to waive informalities or irregularities in a Bid received and to accept the Bid which, in the Owner's judgment, is in the Owner's best interests. The Owner shall have the right to accept or reject all or any part of any Bid, or reject a Bid which is in any way incomplete or irregular. Performance and Labor & Material Payment Bonds shall be required of the successful Bidder in the full amount of the Contract Sum. A bid may not be modified, withdrawn or canceled by the Bidder during the 60-day time period following the time and date designated for the receipt of bids. A bidder may withdraw a Bid at any time prior to the Bid opening. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
