A site orientation will be afforded to attendees at the conclusion of the Pre-Bid Conference. Questions will be recorded, and answers provided in writing shortly after the Pre-Bid Conference. It is anticipated that long conduit runs will be installed by horizontal drilling. The County will by separate contract provide: pole-mounted NEMA 4X enclosures for power and control equipment at three locations; installation of fiber-optic cables and switches to instrument controller locations, RO building Motor Control Center, and to PLC (through conduits with pull-wires provided under this contract); Programmable Logic Controller and appurtenances near the existing spillway outfall pipe; and communications and programming for SCADA display and control of the meters and actuated valve. Not included in the separate contract and to be provided by this contract and coordinated with the separate contractor are: all conduit; all power conductors and equipment; handholes; all meters, controllers, and the necessary connections between them and the PLC; and all other work not specifically included in the separate contract described above. Project Overview: Gloucester County operates two drinking water treatment plants (WTP) near Beaverdam Creek Reservoir: a 2 mgd Reverse Osmosis WTP and a 2 mgd Conventional WTP. To better control and monitor flows from both the reservoir spillway tower and outfall and from the reverse osmosis concentrate discharge outfall (Virginia DEQ Outfall 001), Gloucester County is seeking bids from qualified and experienced prime contractors to complete the maintenance and new work shown and specified in the Contract Documents. In general, the work includes: connecting power and controls from the existing Reverse Osmosis Water Treatment Plant through new conduits and handholes to a new chloride meter/monitoring facility at Outfall 001; a replacement sump pump facility and electrical transformer (480V to 120V) at an abandoned sump pump facility along the toe of Beaverdam Creek Reservoir Dam; a new flow meter system mounted inside the reservoir spillway outfall pipe; a new chloride meter system mounted at the RO concentrate discharge Outfall 001; a replacement gate valve with new electric and manual controllers mounted on the reservoir spillway and accessed through the outfall pipe; rehabilitation of an existing sluice gate on the exterior of the spillway tower; a new sluice gate on the interior of the spillway tower; installation of new cleanouts along the toe drain of the Beaverdam Creek Reservoir Dam; and inspection of the toe drain.
