Sealed proposals will be accepted for the Sumneytown Pike (SR 0063) Signal System Upgrade project. Bids must be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The successful bidder must comply with the Pennsylvania Prevailing Wage Act. All proposals must include the names and references of all subcontractors to be used on the project. All bidders and subcontractors are required to establish proof of competency and responsibility in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020, and must be PennDOT prequalified. No bid may be withdrawn within sixty days after the opening, during which the Township may review the bids and investigate bidder qualifications. The Township reserves the right to waive any minor informalities, irregularities, or defects in the bid, or to reject any or all bids. The following paragraphs outline minimum acceptable standards to be followed for the construction of the traffic signal system and all appurtenances as indicated in these specifications. The work shall be executed in the most workmanlike manner by qualified, careful and experienced workmen. All Bidders and Subcontractors must be PennDOT prequalified. The Contractor shall furnish and install detectors and controller equipment as necessary as indicated on the drawings. It is the intent of these specifications to describe a complete traffic signal system. Accessories, hardware, brackets, clamps, wire and other material and devices not specifically mentioned, but otherwise required, shall be furnished and installed by the Contractor to complete the work. No traffic restrictions or lane closures are permitted on legal holidays and/or between the hours of 6:00 AM to 9:00 AM and 3:00 PM to 6:00 PM Monday through Friday. Work on Saturdays and Holidays may be permitted by the Township with 48hrs notice. Contractor shall furnish all materials, implements, machinery, equipment, tools, supplies, transportation, labor and supervision required to construct the facilities as shown on contract drawings and specified herein. It shall be the responsibility of the Contractor to proceed with the work in the manner and within such limitations as may be prescribed by the Township.
