Site work and new construction of a fire / police facility in Sandy Hook, Virginia. Completed plans call for the construction of a one-story above grade fire / police facility; and for site work for a fire / police facility.
Goochland County, Virginia, is soliciting sealed proposals from qualified and licensed contractors for the construction of the new Whitehall Fire Station #8. The project includes all necessary site development, utilities, and infrastructure improvements, as well as construction of a modern, energy-efficient fire station meeting current codes and standards for fire-rescue operations. The facility will serve as a fully functional Fire-Rescue Station and is expected to include apparatus bays for multiple fire and EMS vehicles, administrative offices, meeting/training rooms, crew living quarters (dormitory-style sleeping areas, kitchen, dayroom, and fitness area), storage and support spaces for fire-rescue equipment and supplies, as well as site improvements such as parking, driveways, stormwater management, landscaping, and utilities. Work must be performed in accordance with engineered drawings and specifications provided by HBA. The contractor must coordinate with the County's project manager, architect, and engineer for full compliance with all design and code requirements. A time-lapse photography system documenting construction progress and final edited video deliverable are required. The contractor is responsible for all labor, materials, equipment, supervision, permits, and coordination necessary to complete the project according to the approved design documents and specifications. Quality construction, cost control, and schedule adherence are emphasized for timely and efficient project completion. Only firms that have been pre-qualified are eligible to submit bids for this project. Bids from non-pre-qualified firms will not be considered. Bidders must submit a bid bond in the amount of 5% of the total bid price. The three lowest responsive bidders may be required to submit a Contractor's Qualification Statement (AIA A305) within three days after bid opening. Bidders must include key personnel and subcontractor list for those providing more than 5% of the work, including resumes showing projects of similar size and scope for the past three years and relevant certifications. The following must be attached to bids: completed and signed Bid Form, Reference List, Certification of No Collusion, Key Personnel List and resumes, and Bid Bond. Bidders must provide evidence of proper contractor's license and state corporation commission number or equivalent justification if not required to be authorized. Bids must be submitted in a sealed container, clearly marked, as outlined in the instructions, and delivered on time to the specified address or submitted electronically as allowed by the county. Only the lowest responsive and responsible bidder will be awarded the project. Pre-Qualification Requirements: Only pre-qualified firms are eligible to submit bids; non-pre-qualified bidders will not be considered. A bid bond in the amount of 5% of the total bid price is required. Bidders may be required to submit a Contractor's Qualification Statement (AIA A305) and must provide personnel resumes and references demonstrating experience with comparable projects within the past three years. Evidence of proper contractor's license and state corporation commission registration must be provided, or justification if not required to be authorized. Certification of No Collusion must also be included with the bid submission. The deadline for question has been extended December 29, 2025, by 5:00 p.m. The deadline for responses to questions has been extended to January 8, 2026, by 5:00 p.m. *The value for this project is based on a financial range.
