You are invited to submit a proposal in accordance with this RFP. Proposals are requested for the provision of services for the reduction of energy consumption and for maintenance and operational services on an energy performance-contracting basis at school buildings and facilities owned by the district. The school district wishes to implement the proposed comprehensive energy project on an energy performance contract basis. (See State Energy Law, Article 9, attached as Appendix D). Under this solicitation, it is expected that only one energy performance contractor will be selected to perform all of the work for the district. The district will consider energy performance contract proposals based on a guaranteed savings agreement. Section 9-103(2) of the Energy Law requires an executory clause under which payments are subject to annual appropriations.
