Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) seeks qualified Small Businesses, SBA-certified 8(a), HUBZone, Woman-Owned Small Businesses (WOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) to provide Architect-Engineer (A-E) services under a firm-fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for facility planning at Navy and Marine Corps installations primarily in Southern California, with potential work in California, Arizona, Nevada, Colorado, New Mexico, and Utah. The contract will support Military Construction (MILCON), Unspecified Minor Construction (UMC), demolition, and special projects planning. Services include preparation of DD Form 1391s, Requirements Data Sheets (RDS), planning studies such as Functional Analysis Concept Development (FACD)/Customer Concept Design (CCD), feasibility studies, concept/schematic design drawings, planning charrettes, Minimum Viable Project (MVP) scope, alternative construction methods analysis, and planning documentation in PAX. Additional tasks include preliminary, parametric, and Class 5, 4, and 3 cost estimates using MII, project site plans, economic analyses, asset evaluations, Basic Facilities Requirements (BFRs), magazine construction assessments, and Facilities Planning Documents (FPDs) using iNFADS. Collateral equipment lists and support services may involve architectural, civil, seismic, mechanical, electrical, telecommunications, fire protection, traffic, geotechnical, anti-terrorism/force protection, cybersecurity, renewable energy, and hazardous materials studies. Secondary services include Shore Infrastructure Master Planning, covering regional and installation development plans, vision plans, land use, circulation, resilient infrastructure, utility network plans, and installation-wide planning standards in accordance with UFC 2-100-01 and NAVFAC guidelines. Geospatial Information & Services (GIS) and cadastral support include spatial and non-spatial data acquisition, preparation of maps, datasets, and models using AutoCAD, ESRI ArcGIS, and related tools, GPS data collection compatible with NAVFAC SW GeoReadiness Center, land surveying, and topographic mapping. Incidental training related to these services may also be required. Location: Navy and Marine Corps installations primarily in Southern California, with work possible in California, Arizona, Nevada, Colorado, New Mexico, and Utah. The Method of Contractor Selection has not been determined at this Time.
