Demolition, site work and paving for a bridge / tunnel in Damascus, Pennsylvania. Completed plans call for the demolition of a one-story above grade bridge / tunnel.

Damascus Township, Wayne County, PA will receive sealed bids, in the manner and the place further identified in the Instruction to Bidders for the Stone House Road Culvert Replacement Project as indicated in the RFP. The project is funded by a FEMA Grant. Prevailing wages apply. DavisBacon Wage Rates are included in the complete RFP. Damascus Township, Wayne County, PA is seeking bids for the Stone House Road Culvert Replacement Project. The project consists of removing an existing 7'-4" x 5'-6" CMP Elliptical culvert and replacing it with a new 10'-6" x 5'-7" Bottomless Aluminum Box Culvert, which will include aluminum footing plates, lean concrete sub-footers, and aluminum structural plate endwalls. The new structure has been purchased separately by Damascus Township and will be stored at the Damascus Municipal Building. Bid packages with full specifications and bid documents are available at no cost via PennBid. Bidders are required to provide a bid bond for 10% of the base bid amount. The successful bidder must provide performance and payment bonds for 100% of the contract amount within 20 days of award. Damascus Township will select the lowest responsible bidder, but reserves the right to waive informality or reject any or all bids. All questions should be submitted through PennBid's "Questions" feature. Estimated project start date June 8, 2026. Substantial completion date ofproject by August 23, 2026. Question Deadline 01/12/2026 at 1:00 PM ET Any questions regarding this solicitation shall be submitted via the "Questions" feature within PennBID . The following Scope-of-Work is intended to supplement the project documents as prepared by Kiley Associates, LLC. It also includes administrative and coordination responsibilities. All work indicated in the project documents is to be completed as in-scope without exception and includes, but is not limited to, the following: Kilew Associates, LLC Surveyors & Engineers o Maintenance and Protection oftraffic. o Site Demolition / Disposal of debris offsite including disposal costs. o Site Excavation, cut and fill, including compaction. o Offsite disposal ofwaste and unsuitable excavation, including disposal costs. o Saw-cutting of existing roadway. o Grading, proofrolling o Rough and Final (roadway subgrade elevations to be +/- 1/2") o Erosion and Sedimentation Control o Rock Construction Entrance o Compost Filter Socks o Temporary Sandbag Cofferdams o Bypass Pumping o Seeding and Mulching o Energy Dissipaters (Rip-Rap) Pumped Water Filter Bags (as needed) o Maintenance, removal and restoration of all E&S Controls o Stormwater o Removal of existing culvert and concrete block retaining walls. Culvert and concrete blocks to be delivered to Damascus Township. o 2,000 PSI concrete sub-footings o Install New Owner Supplied 10'-6" x 5'-7" Bottomless Aluminum Arch Box Culvert complete with compacted gravel base, metal footing plates and aluminum wingwalls in accordance with manufacturer's instructions. o Lawn Restoration including seeding, soil supplements, slope control matting, fertilizers and maintenance. o Roadway: o Saw cut existing pavement o Stone base and fine grading o 50 LF Binder Course o 50 LF Wearing Course o Patching/restoration as needed o Tie-in to existing pavement o Reinstall any traffic control signs displaces during construction o Daily road cleaning o Provide record drawings, manuals, instructions, certifications, and warranties as required. o General construction fees, and approvals as required. o Pennsylvania state sales tax o Comply with Public Work Contractor's Bond Law and Trade Practices Act o Provide all specified products and materials. o Protection ofsurrounding area and existing items to remain. o Electronic Shop drawings / submittals o Provide all accessories, supports and materials necessary to complete the intended work within this bid package. o The successful contractor is responsible to provide and pay for all temporary utilities. o The successful contractor is responsible for the security oftheir own materials, equipment, and tools throughout the duration ofthe project. o The successful contractor is responsible for obtaining their own material and equipment staging area. o The successful contractor will be required to provide a 100% Performance Bond o The successful contractor will be required to provide a 100% Payment Bond o A 10% Bid Bond is required to be submitted with each bid proposal. o The successful contractor will be required to comply with the federal Davis-Bacon Wage Act regulations and reporting criteria.
