Site work and new construction of a water / sewer project in Gallman, Mississippi. Completed plans call for the construction of a one-story above grade water / sewer project.

Sealed bids are invited for sewer system improvements in the Copiah County Industrial Park (CCIP), Gallman, Mississippi for the construction of a new wastewater treatment plant. The contract duration is 450 consecutive calendar days for all bid options, with liquidated damages of $1,000.00 per calendar day. Bids must comply with Mississippi Law, including a current Certificate of Responsibility and Mississippi License number. Each bid must be accompanied by a Certified Check or Bidder's Bond for 5% of the bid amount. The successful bidder will be required to execute Performance and Payment Bonds each in the amount of 100% of the contract. Bidders may be asked for a current financial statement. Plans and documents are available from the Copiah County Board of Supervisors. All bids must be clearly marked and submitted in accordance with bid instructions, and bids must be held valid for 60 calendar days. Disadvantaged and women's business enterprises are encouraged to participate and will not be discriminated against. The award will be made to the lowest qualified bidder by published quantities. The Copiah County Board of Supervisors reserves the right to reject any or all bids or waive any informalities or irregularities. ARPA-MCWI GRANT NO. 510-1-CW-5.5 WPCRLF LOAN NO. SRF-C280935-01-0 Project Scope: The project involves the construction of Phase 1 of the new wastewater treatment plant (WWTP), being a conventional activated sludge treatment plant designed for an average daily flow (ADF) of 0.5 MGD, in the Copiah County Industrial Park (CCIP) in Gallman, Mississippi. Project Location: The new wastewater treatment plant constructed under this contract will be located within the Copiah County Industrial Park (CCIP) in Gallman, Mississippi, situated in north central Copiah County, approximately one-half way between the City of Crystal Springs and the City of Hazlehurst, and east side of I-55 and south of West Gallman Road. CONTRACT: The scope of work for this contract will be included in and completed under CCIP Sewer System Improvements 2024 - Contract No. 2 - New Wastewater Treatment Plant. B. The general scope of work to be performed under this contract is generally described in the following paragraphs. C. General: The scope of work to be performed under this contract generally includes the construction of a new conventional activated sludge wastewater treatment plant (WWTP). The new WWTP treatment processes in Phase 1 will be designed for an average daily flow (ADF) of 0.5 MGD, with the intent to mirror-image each process in the future and to expand the treatment capacity to 1.0 MGD. However, the disinfection system, the discharge flow metering, the post-aeration system and the discharge outfall will be designed for 1.0 MGD, such that no mirror-image of those components will be needed in the future. With that background, the scope of work for Phase 1 of the new WWTP is generally described in the following paragraphs. D. General Scope Included: The scope of work under CCIP Sewer System Improvements 2024 - Contract No. 2 - New Wastewater Treatment Plant involves the construction of Phase 1 of the new wastewater treatment plant (WWTP), being a conventional activated sludge treatment plant designed for an ADF of 0.5 MGD, and includes, but is not limited to, the following: preparation of the site for construction of the WWTP including clearing and grubbing the area within the construction limits and completion of the site grading needed to bring the site to rough grade, construction of a sewer force main from the Influent Pump Station easterly to the headworks of the WWTP, construction of a retaining wall to elevate the headworks area as needed for gravity flow through the treatment system, installation of a package headworks system complete with screening and grit removal systems and a concrete pad, construction of anoxic treatment tanks complete with floating mixers, construction of aerated treatment tanks complete with all related fine bubble aeration diffusers and air supply piping, construction of clarifier tanks complete with rapid sludge removal mechanisms, scum baffles, effluent weirs, effluent launders, surface skimmers, and scum boxes, construction of aerated sludge digestion tanks complete with all related coarse bubble aeration diffusers and air supply piping, construction of an ultraviolet (UV) disinfection system, construction of an effluent flow monitoring weir box and cascade stair-step aeration system including a water-level sensor for flow metering and an effluent DO probe, and construction of an outfall line to transport the treated wastewater to the discharge point on Copiah Creek. The scope of work for the WWTP also includes installation of all the yard piping required between the various treatment tank processes complete with all pipe connections, valves and fittings, installation of a site drainage pump station complete with pumps, valves, fittings, piping, flow meter, controls and electrical, installation of a return sludge (RAS) pumping station complete with pumps, valves, fittings, piping, flow meter, controls and electrical, installation of a waste sludge (WAS) pumping station complete with pumps, valves, fittings, piping, flow meter, controls and electrical, installation of an aeration blower station complete with blowers, valves, fittings, piping, flow meters, controls and electrical, installation of air supply piping from blowers to the aeration and digester tanks including, meters, valves and fittings. installation of a motor control center (MCC) with all process controls, electrical components and automatic transfer switch, and installation of a natural gas fired emergency generator complete with a concrete slab and all electrical and gas connections. Further, the scope of work for the WWTP also includes construction of an enclosed lime-polymer building complete with heating and ventilation, construction of an enclosed administrative building complete with heat and air conditioning, a testing laboratory, an administrative area, an area for equipment storage, materials storage and maintenance with ventilation, construction of an enclosed MCC building complete with heat and air conditioning, construction of an open blower shed, construction of an open RAS-WAS shed, and construction of an open UV shed. Further, the scope of work for the WWTP also includes provision and development of the additional SCADA software needed to monitor the entire sewer system, including all graphics panels needed for monitoring and controlling all processes and components in the sewer collection system and at the new WWTP, the influent pump station and the three remote pump stations, the provision of the additional SCADA computer equipment needed for the SCADA operations, installation of the SCADA software and graphics panels for the sewer collection system and the new WWTP on the SCADA computer hardware which will be provided under Water Contract 2, provision and installation of SCADA-RTU panels and related telemetry for monitoring and controlling all processes and components at the WWTP, provision and installation of SCADA-RTU panels and related telemetry for monitoring and controlling the influent pump station and the three remote pump stations, installation of a potable water supply system including, valves, fittings and fire hydrants around the plant site, installation of a washdown water system including, valves, fittings, yard hydrants and fire hoses around the site, installation of a site lighting system around the WWTP site for security and O&M, installation of the new influent force main from the influent pump station to the headworks, installation of a new fiber-optic cable from the influent pump station to the MCC building, installation of new fiber optic cables from the MCC to the headworks RTU panel, to the Admin building and to the drainage pimp station panel, installation of new water, electric, gas and internet services from Hwy 51 onto the site complete with service connections and meters as needed, construction of an access road from influent pump station onto the WWTP site complete with drainage pipes, and construction of site driveways around the plant site compete with drainage pipes. Finally, the scope of work for the WWTP also includes completion of final grading, grassing and erosion control for all disturbed areas on the site, installation of a chain link fence around the plant, and preparation of the WWTP for delivery to the Owner for use. See the following paragraphs for additional details on the overall scope of work included in this contract. 1.05 General Scope Not Included: The scope of work under CCIP Sewer System Improvements 2024 - Contract No. 2 - Wastewater Treatment Plant involves the construction of Phase 1 of the wastewater treatment plant (WWTP), and does not include construction of the Influent Pump Station and related components. Those improvements will be included in and completed under CCIP Sewer System Improvements 2024 - Contract No. 1 - Improvements to Existing Sewer Collection System. In addition, the scope of work for Sewer Contract 2 does not include the provision, development or delivery of the SCADA hardware or software for the potable water system. Those improvements will be included in and completed under CCIP Water System Improvements 2024 - Contract No. 2 - Rehab of Existing Water Treatment Plant. Further, the scope of work does not include providing, delivering and installing the remote SCADA-RTU panels and related telemetry that will be needed for the monitoring and control of the water system. Those improvements will be included in and completed under CCIP Water System Improvements 2024 - Contract No. 2 - Rehab of Existing Water Treatment Plant. Finally, the scope of work for Sewer Contract 2 does not include the construction of any of the off-site sewer interceptor lines, pumping stations or force mains. Those improvements will be included in and completed under CCIP Sewer System Improvements 2024 - Contract No. 1 - Improvements to Existing Sewer Collection System. 1.06 BASE AND ALTERNATE BIDS: It is anticipated that competitive bids will be received on both Sewer Contract 1 - Improvements to the Existing Sewer Collection System and Sewer Contract 2 - New Wastewater Treatment Plant at about the same time. Once the bids for both contracts are received the total overall cost of the entire sewer project will be known. As such, the Owner will then be able to assess the overall budget and the availability of funds, and to determine whether he has adequate funds to proceed with all the work under both contracts, and if he will need to exercise any alternate bids or deducts that may be set forth in the bid documents. On Sewer Contract 2, it is anticipated that three Base Bid will be received which will include all of the work shown on the plans for three different types of tank pairs, and that three Alternate Bids will be received which will include most of the work shown on the plans for the three different types of single tanks. On Sewer Contract 1, it is also anticipated that a Base Bid and at least two Alternate Bids will be received. So, the Owner reserves the right to award any combination of the base bids and/or any alternate bids received on both contracts, as needed to bring the overall project budget in line with the funds available
