The work is to provide consulting and engineering design services for the closure plan revision and implementation at the Former MIRA Waste-to-Energy Facility, South Meadows, Hartford, Connecticut. The scope includes reviewing referenced documents, revising the closure plan to address removal of remaining wastes and waste residues, removal of all solid waste management equipment for proper off-site recycling/disposal, pre-demolition abatement of hazardous building materials, demolition of all buildings associated with permitted solid waste management activities, addressing previous regulatory comments, identifying site soils requiring investigation/remediation after demolition, revising the closure schedule and cost estimates, supporting approval of the revised plan by CT-DEEP, preparing engineering plans and technical specifications, supporting CRDA during contractor solicitation and evaluation, and providing construction quality assurance services including construction administration and inspection. Allowances should be proposed for meetings with regulators and stakeholders, as well as for reimbursable expenses such as printing, mileage, and laboratory analytical costs.
