Site work and paving for a road / highway in Kendallville, Indiana. Completed plans call for site work for a one-story above grade road / highway; and for paving for a road / highway.

The scope of the project consists of the installation of the approximate quantities of the following materials: 141,210 square yards of modified asphalt emulsion micro-surface and 74,515 lineal feet of 4" pavement marking. The work to be performed and the proposals to be submitted, including any and all separate and combination proposals, shall include sufficient and proper sums for all general, construction, installation, labor, materials, tools, equipment, taxes (both federal and state), permits, licenses, insurance, service costs, and so forth, incident to and required for the construction of the facilities. All materials furnished and labor performed incident to and required for the proper and satisfactory execution of the contracts shall be furnished and performed in accordance with the requirements of the contract documents as defined in the General Conditions of the Construction Contract, and any addenda thereto, prepared by the Owner. Bidding documents are available for download free of charge. The Bid Form and Form No. 96 furnished to Bidders shall be properly and completely executed and must be accompanied with an executed non-collusion affidavit including financial and qualification statement and a Bid Security in the form of a Certified Check or acceptable Bidder's Bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal. All items are to be submitted electronically through the bid portal. No bids may be withdrawn after opening without consent of the Owner for a period of thirty (30) days. The contract will be awarded to the lowest responsible and responsive bidder or all bids will be rejected. The Contractor awarded the work will be required to furnish an acceptable Performance and Payment Bond in the amount of one hundred percent (100%) of the contract price and Certificate of Insurance within fifteen (15) days of notification that he is the successful bidder. The bond must be in full force and effect for twelve (12) months from the date of written acceptance of and final payment for the work. Failure to execute a contract and furnish a Performance and Payment Bond as set out will be cause for forfeiture to the Owner of the amount represented by the Certified Check or Bidder's Bond as liquidated damages. The Board of Public Works and Safety reserves the right to reject any or all bids, to waive any informalities in bidding, to award certain portions of the work, or to make combinations of bids as may seem desirable. All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received lessthan ten (10) days priorto the date for opening ofthe Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
