Question Deadline 01/06/2026 Proposal Question Deadline Eight (8) Calendar days prior to submission deadline Prior to 5:00 PM Lee County Board of County Commissioners seeks to contract with a professional consulting firm to provide engineering, design, permitting, construction administration, inspection and testing services, as well as federal grant compliance support, for the new Emergency Medical Services (EMS) facilities to be located at STRAP 33-44-22-00-00008.002B in Lee County, Florida with an anticipated completion of the construction of the designed facility no later than April 2029. 1.1.1. A new EMS station shall be designed in accordance with ICC 500 standards to reflect the vernacular characteristics of the surrounding area. The COUNTY is planning for an approximate 3,000 square foot facility. However, the final size shall be determined during design phases based on operational needs and budget constraints. 1.1.2. The proposed facility shall be a two-story station featuring an apparatus bay on the ground level and elevated living quarters above. The station shall include site and right of-way improvements; an apparatus bay; decontamination room; IT room; mechanical room; storage; laundry facilities; and restrooms with showers. The living quarters, approximately 3,000 square feet, shall include two (2) to four (4) bunk rooms, two (2) to three (3) bathrooms with showers, a kitchen/living area, and several offices. Additional spaces shall include custodial facilities, washroom facility on first floor, an emergency generator, and a generator enclosure. 2.1. The CONSULTANT shall provide complete engineering, design, zoning, permitting and other regulatory compliance studies, filings, reporting and notifications for the project. The entire structure shall be designed to withstand the highest wind speed listed in the Risk Category IV design criteria for the State of Florida, including the Florida Keys. 2.2. Design is encouraged to meet industry-recognized standards under any of the following: 2.2.1. Florida Green Building Coalition standards 2.2.2. Enterprise Green Communities 2.2.3. LEED (New Construction, Homes, Midrise, Existing Buildings Operations and Maintenance, or Neighborhood Development) 2.2.4. ICC-700 National Green Building Standard Green + Resilience 2.2.5. Living Building Challenge 2.2.6. Or any other equivalent comprehensive green building program 2.3. Professional Services shall include but not be limited to conceptual design, and design and engineering services with the following disciplines: 2.3.1. Survey Services 2.3.2. Geotechnical 2.3.3. Civil 2.3.4. Structural 2.3.5. Landscape 2.3.6. Architectural 2.3.7. Mechanical 2.3.8. Electrical 2.3.9. Plumbing 2.3.10. Fire Protection 2.3.11. Information Technology 2.3.12. Septic Design 2.3.13. Survey and relocation of wildlife if required 2.4. The CONSULTANT shall follow the requirements of all applicable Development Codes to obtain Development Orders for the site as well as pre-design, design, engineering, and post design services for the construction of MS station. 2.5. The as-built CDs for the project shall be part of the closeout and final acceptance deliverables within thirty (30) days of final acceptance. All proposed and as-built CDs shall be provided electronically in PDF format and scaled and printable at the original file size. The as-built CDs shall also be provided in the native format that they were created in (AutoCAD, etc.) so that they can be modified in the future, as needed. All AutoCAD and Revit files shall be provided to Lee County for future use. All drawings should be signed, sealed and dated by the Licensed Professional.
