The Minnesota Valley Transit Authority is requesting lease proposals for transit-oriented development on MVTA-owned land at Savage Park-and-Ride. Transit service and access to the site must remain in place and fully operational. SCOPE OF WORK 1. Project Summary The Minnesota Valley Transit Authority (MVTA) is requesting lease proposals for transit-oriented development (TOD) on MVTA-owned land at Savage Park-and-Ride. Transit service and access to the site must remain in place and fully operational. 2. MVTA Background MVTA provides daily fixed route transit service with a fleet of approximately 170 buses to its member cities, including a substantial amount of service that extends beyond its borders. Express service connects MVTA’s communities with Minneapolis, Saint Paul, the University of Minnesota, and various suburban cities. Local service connects with regional transit services at the Mall of America and 46th Street Light Rail Station. In addition, MVTA provides on-demand service within the cities of Apple Valley, Burnsville, Eagan, Rosemount, and Savage. Transit service operates at fourteen transit stations and park and rides throughout MVTA’s service area, in addition to hundreds of bus stops. MVTA owns two operations and maintenance facilities. 3. Area and Property Description Savage is a thriving suburban city in the Twin Cities metropolitan area, located about 20 miles southwest of downtown Minneapolis. Covering 16.45 square miles, the city has a population of over 32,000 residents and a diverse local economy driven by industries such as manufacturing, retail, healthcare, and logistics. Savage offers convenient access to major highways and regional transit options, making it an attractive location for commuters. With a strong emphasis on community development, the city continues to invest in infrastructure, parks, and mixed-use projects that support a high quality of life and sustainable growth. Property Overview The subject property is located at 3935 141st Street W, Savage, Minnesota, and is currently used as the Savage Park & Ride. The parcel contains approximately 2.49 acres and is improved with a surface parking lot, transit shelter, and circulation areas. Access is available from both 141st Street W and Huntington Avenue.
