It is the proposer's responsibility to check back on the website for any addenda that may have been issued The City of San Mateo (City) is requesting proposals from qualified engineering firms (Consultant) to provide design engineering services to prepare plans, specifications, and an engineer's estimate for construction of the Laurelwood Park Pedestrian and Bike Path Replacement Project (Project). Laurelwood Park is the City's largest park and offers playgrounds, hiking trails, picnic tables, and restrooms. The park has several entrances from four different neighbourhoods in San Mateo and Belmont. Access to the park from Glendora Drive is via an asphalt pedestrian and bike path which was originally constructed in the 1970s.An as-built sheet showing the pedestrian and bike path, as well as the retaining walls supporting the path, is included under Appendix 2. Both retaining walls are approximately 150 feet long, and maximum retained height of the walls varies between approximately 3 to 4 feet. In recent years, City staff observed longitudinal cracking of the asphalt pedestrian and bike path. Consequently, the City began procuring consultants to obtain data needed to support recommendations for either a repair or replacement of the retaining walls supporting the path. Following is a brief summary of efforts preceding this RFP: o In November 2023, the City engaged BKF Engineers to perform a survey of the site, which includes topography and parcel boundaries (Appendix 3). o In February 2024, the City engaged Cleary Consultants to prepare a geotechnical investigation report, which includes geotechnical design recommendations (Appendix 4). o In May 2025, the City engaged ZFA Structural Engineers (ZFA) to prepare a Conditions Assessment report of the existing retaining wall (Appendix 5). ZFA observed moderate-to-severe fungal rot on the upslope retaining wall, and significant checking (cracking due to differential shrinkage in the wood post) on the downslope retaining wall. ZFA also observed varying levels of lateral stiffness of the existing wood posts, with two posts having virtually no lateral resistance. The City is interested in moving this project forward as soon as possible so that project design is complete by May 2026. The following generalized task descriptions are presented as information only to assist consultants in preparing a proposal. In general, the scope of services is intended to provide the professional design services required to prepare 100% plans, specifications, and engineer's estimate (PSE) for submission to the City's Building Division and ultimately advertisement to receive construction bids. The scope of services also includes support during construction. Question Deadline 01/14/2026 Proposers may submit questions up to five (5) business days prior to the proposal deadline. The City will respond to questions three (3) business days prior to the proposal deadline, and will extend the proposal deadline if responses warrant an extension. The City has designated the following activities and dates as key to the project schedule. Proposers are encouraged to assist the City in adhering to this timeline. The City reserves the right to change the schedule at its own discretion. The method of Contractor Selection has not been Determined at this time.
