Description of the Work A. The Fort Cobb Reservoir Sleeve Valve Replacement Project involves the removal and replacement of a 24-inch vertical submerged sleeve valve located inside a stilling well at the outlet works of the dam. The existing valve has reached the end of its service life, with structural degradation observed in both the valve body and surrounding grout. 1. Valve Replacement: Remove and replace the existing 24-inch sleeve valve, including surrounding grout at supporting base. 2. Actuation Improvements: Install a new EIM actuator on the replacement valve to align with system standardization. 3. Electrical Improvements: Install new duct bank conduit between the control room and the valve and other related improvements. 4. Structure Improvements: Remove and replace the existing structure covering the sleeve valve The deadline to ask questions is 12/30/2025 12:00 PM CST Questions are to be submitted using the question and answer process on online. A response to a question posted on online. The Project is to be substantially complete and ready for operation no later than 200 days. The Project is to be complete and eligible for final payment 30 days after the date for Substantial Completion. It is the intent of the Owner to award this Contract to the lowest responsible Offeror. The Owner reserves the right to adopt the most advantageous interpretation of the Bids submitted in the case of ambiguity or lack of clearness in stating bid prices, to reject any or all Bids, and/or waive formalities. Bids will remain subject to acceptance and may not be withdrawn within 30 days from the date on which Bids are opened. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. To ensure compliance with federal DBE requirements, both Grant Recipients (Project Owners) and Prime Contractors must undertake the good faith efforts to provide opportunities for DBE firms to participate in contracts. Federal regulations require evidence of the demonstration of the six good faith efforts in trying to achieve the DBE participation goals.
