The original solicitation follows below. _________________________________________________________ Walnut Creek WWTP Expansion to 100 MGD and Enhancements - GMP 6 Work Packages for this Competitive Sealed Proposal (CSP) are: Proposal Package S602 - Yard Piping Proposal Package S603 -Site Structures and Water-Bearing Concrete Proposal Package S605 - Elevated Water Storage Tank Proposal Package S615 - Process Equipment and Above Ground Process Piping Proposal Package S616 Electrical/I&C All questions about the meaning or intent of the Contract Documents are to be directed in writing to MWH's BuildingConnected.com platform. If issues arise, you can contact the Project's general email at onlie Any Technical interpretations or clarifications considered necessary by MWH in response to such questions will be issued by Addenda. Questions received less than ten (10) working days prior to the date for opening of Proposals may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. This project, designed by AECOM, consists of construction of a variety of architectural buildings, underground piping, concrete water-bearing structures, elevated water storage tank, installation of process equipment and piping, and all associated electrical work. S602 Yard Piping, Estimated Construction Cost: $8,400,000. Scope consists of: underground wet utilities, all water/sewer/storm drains, valves, manholes, vaults and appurtenances. Excludes: process equipment and above-ground process piping. S603 Architectural Structures and Water Bearing Concrete Structures, Estimated Construction Cost: $47,200,000. Scope consists of: all CSI divisions, structural shell and architectural interior, sub grade preparation for SOG, Excavation, demolition, site preparation, backfilling, storm drain piping and basins, miscellaneous metals, and concrete pipe supports. Excludes: mechanical and process equipment. S605 Elevated Water Storage Tank Estimated Construction Cost: $3,500,000. Scope consists of: Design/fabrication of elevated storage tank, construction of drilled pier foundations, tank erection, and installation of all associated process pipe. S615 Process Equipment and Above Ground Process Piping, Estimated Construction Cost: $26,800,000. Scope consists of: All exposed piping, process equipment, non-concrete pipe supports, O&M, and training. S616 Electrical/I&C, Estimated Construction Cost: $17,800,000. Scope consists of: electrical duct bank, Electrical gear, conduit, wiring, and I&C devices. The Walnut Creek WWTP Expansion to 100 MGD and Enhancement Project ("Project') processes wastewater flow from Austin Water's wastewater collection system. The plant was originally built in 1977. Over the years, the treatment plant has undergone numerous improvements and upgrades to modernize treatment methods as well as expand treatment capacity to 75 million gallons per day (MGD) with a 2-hour peak flow of 165 MGD. Treated plant effluent is discharged into the Colorado River. A portion of the treated effluent is used for non-potable water (NPW) on the plant site and supplies much of the City's Reclaimed Water program. This project will expand the plant to treat and discharge an annual average daily flow of 100 MGD and a 2-hour peak flow of 300 MGD. The expansion is needed based on projected future flows of wastewater into the plant, in accordance with Texas Commission on Environmental Quality (TCEQ) regulations and the requirements of Texas Administrative Code. Additionally, the project will implement Biological Nutrient Removal (BNR) in the existing facilities and proposed facilities to meet more stringent effluent quality limits in the plant's discharge permit issued by TCEQ that go into effect with the expansion. The project consists of several distinct components: a new 25 MGD treatment train with BNR, upgrade of the existing treatment to BNR, new peak flow treatment, new influent siphons, new effluent pipe and outfall, and a flood wall around the site. The objective of the five work packages is to break the work down into manageable contracts while ensuring the proposing contractor captures all scope in the design documents in its entirety (Whole & Complete). This project will have MBE/WBE participation goals, and relevant MBEA WBE contractor contact information will be provided to help meet these goals. All qualified contactors will receive consideration for award without regard to race, creed, color, religion, national origin, sexual orientation, gender identity, disability, veteran status, sex or age. Prime Contractors should join the Walnut Creek WWTP CMR-GMP 6 project. Subcontractors and vendors should join the Walnut Creek WWTP CMR-GMP 6 (Subcontractors) project. All subcontractors and vendors must work directly with the registered Prime Contractors to participate in this solicitation. Subcontractors and vendors' price and scope must be coordinated directly with Prime Contractors. Until the final award of this project, MWH reserves the right to reject any or all Proposals, retract and, if necessary, re-advertise this CSP without explanation, including waiving any informalities therein.
