Renovation of a mixed-use development in Newport News, Virginia. Completed plans call for the renovation of a military facility.

The Government is requesting a non-personnel services contract to provide electrical services to install a power station in Hangar 2418. The power station installation encompasses the installation of equipment where none currently exist. The power station will provide power for a training device in support of MOS 15Y training and will be situated appropriately to enable full operation of the training device. See Attachment 2_Performance Work Statement for more details. This firm-fixed price (FFP) contract is being competed under NAICS code 238210 with a standard size of $19 million and PSC code N061 as lowest- price technically acceptable (LPTA) under FAR Part 13 and as a 100% small business set-aside with no specific category. This contract is for an estimated ONE YEAR with an estimated period of performance (POP) of 01 January 2026 through 31 December 2026. The work is to be performed at 2418 Klingenhagen Road Fort Eustis, VA 23604. Question Deadline 12/23/2025 at 1:00 PM ET Quotes shall be provided in writing via e-mail to Contract Specialist, Jolene A. Granger at jolene.a.granger.civ@army.mil and Contracting Officer, Erin S. Duncan at erin.s.duncan2.civ@army.mil. All responses shall be received no later than 12:00 PM Central Daylight Time (CDT) on Tuesday, 30 December 2025. A priced quote is the only volume being requested. By submitting a quote, the vendor is taking responsibility for technical capabilities of per Site Visit: No site visit is planned Scope- The power station installation in hangar 2418, at Felker Army Airfield, Ft. Eustis, VA encompasses the installation of equipment where none currently exists, and includes a 150KVA transformer; a 30 KVA transformer; two 208 volt, 60 amp disconnects; a 480 volt, 150 amp disconnect; a 100 amp sub planel (120/208 volt); one quad outlet; and an emergency stop circuit. The new equipment will be situated appropriately to enable full operation of the training device, similar to the other devices in the hangar. On-site training, consisting of a brief orientation on the operation and functionality of all new equipment will be provided immediately following completion of system installation. Operational testing of the system will also be conducted with the end-user upon completion and obtaining customer sign-off.
