Bids are requested for the FY2026 Road and Bridge Paving Project for El Paso County, Texas. Those interested must download all related documents from the County's electronic bidding website. Bids must be submitted either in hardcopy to the Purchasing Department Office or virtually through the electronic bidding system. Only bids conforming to specifications will be considered. The contract will be awarded to the lowest responsible bidder, but the Commissioner's Court reserves the right to reject any or all bids and waive technicalities. Bidders must not order items or services until a Purchase Order is received. Payment will be made through County funds after completion of goods or services. For construction projects exceeding $100,000, bidders are required to furnish a certified cashier's check or bid bond for 5% of the total contract price. The successful bidder must comply with all bonding requirements under Texas law. El Paso County, Texas is seeking a qualified paving company to provide labor, material and/or equipment (as specified by bid item) for the County's 2026 Road and Bridge Paving Program. The County is requesting unit prices to perform up to 30 miles of roadway reconstruction (Countywide) within the unincorporated portions of El Paso County and for any related paving projects that may occur throughout the fiscal year. Overlay (TXDOT Type C Mix) The contractor must provide unit prices ($/sy) to mobilize, prepare existing roadway, remove debris, apply tack coat, install 2" of HMAC (TXDOT Type C mix) for up to 350,000 square yards of roadway surface, install temporary road markers, maintain traffic control, demobilize off site and items as needed to complete task in full. This cost will also include all incidentals such as (but not limited to) raising manhole covers, valve boxes, bonnet boxes, monument covers, cleaning, mobilization, striping and etc. Fog Seal The contractor must provide unit prices ($/sy) to mobilize, prepare existing surface, apply seal coat for up to 100,000 square yards of roadway surface, maintain traffic control, cleanup, demobilize off site and items as needed to complete task in full.
