Westlock County is seeking to pre-qualify suppliers for a multi-facility deep energy retrofit and electrification initiative. The project aims to support modernization projects to reduce energy consumption, electrify mechanical systems, improve building envelopes, enhance operational monitoring, and upgrade aging electrical and mechanical infrastructure. The work is aligned with various energy, climate, and operational policy objectives and is contingent on external funding approvals. The project covers multiple facilities including the Public Works Shop, nine Pump Houses, Long Island Lake Maintenance & Operations, and the Westlock Aerodrome Terminal. Required services include upgrades in envelope, mechanical, electrical, SCADA, EMIS, geothermal, and monitoring systems. The specific scopes may include utility bill monitoring, real-time energy diagnostics, sub-metering, SCADA modernization, building envelope upgrades (such as insulation and air sealing), mechanical system design and HVAC installation (including geothermal and heat pumps), ventilation modifications, and electrical system modernization (such as LED lighting and panel upgrades). All project scopes are subject to changes based on final funding approvals, and the projects may proceed individually, in grouped phases, or may be canceled depending on funding outcomes.
