Site work for a water / sewer project in Elmira, California. Completed plans call for site work for a one-story above grade water / sewer project.
The general description of work includes activities at three sites: Wells 18, 19, and 20. At Well 20, work includes installing site fencing and constructing CMU block buildings to house chemical and electrical equipment. At Wells 18 and 19, sound walls and CMU block buildings will be constructed for similar purposes. The project includes connections to existing water, sewer, and storm drain systems at Well 18, and to existing water and storm drain systems at Wells 19 and 20. Detention basins will be constructed at Wells 19 and 20. Additional work encompasses underground utilities, above-ground site features, wellhead appurtenances, chemical feed systems, electrical and instrumentation coordination, and SCADA integration. The consultant will work directly with the Utilities Department's Project Manager and the Project Design Engineer to ensure this project is built to the approved design drawings, specifications, and schedule. The selected consultant shall provide professional services necessary for construction management, including: - Assisting with project planning, scheduling, and construction-related issues - Attending bi-weekly project meetings - Acting as the primary contact for construction-related communications - Assisting with code compliance and regulatory coordination - Coordinating activities with City Operations and stakeholders to minimize disruptions - Establishing and maintaining a document management and tracking system for all construction records, correspondence, submittals, RFIs, and change orders - Monitoring and verifying contractor compliance with contract documents, City requirements, laws, and industry standards - Monitoring the construction schedule and evaluating progress and quality of work - Reviewing the contractor's baseline schedule and monthly updates, providing written comments - Identifying and providing recommendations on potential delays, conflicts, or risks - Assisting with interpretation of plans and specifications - Reviewing materials/equipment delivered for compliance - Assisting in coordinating system shutdowns, tie-ins, and start-up procedures - Reviewing contractor compliance with environmental permits and monitoring SWPPP implementation - Supporting oversight of contractor safety compliance and reporting observed non-compliance - Assisting in review of shop drawings, submittals, RFIs, construction correspondence, and As-Built markups Proposal instructions include submitting one electronic copy in PDF format prior to the deadline. Proposals received after the deadline will be considered nonresponsive. Proposals may be withdrawn or modified by written request before the deadline. Unsigned proposals or those signed by individuals not authorized to bind the consultant will be considered nonresponsive and rejected. Consultants are responsible for checking the city's website for addenda. All questions must be submitted in writing; no oral questions or inquiries will be accepted. The city reserves the right to accept or reject any or all proposals, negotiate with any qualified consultant, or modify or cancel the RFP in part or entirety, and a contract award may not be made based solely on price. All products used or developed will remain in the public domain at the completion of the contract. The contract is not in force until fully executed by the city. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
